Croydon Council Tax Reduction Eligibility: Who Qualifies and How the Scheme Works
Croydon's Council Tax bills have jumped sharply since the borough's Section 114 notices — a 14.99% increase in 2023/24, followed by further annual increases. If you're on a low income and wondering whether the council can cut your bill, the answer is probably yes. Croydon runs its own Council Tax Reduction scheme (officially called Council Tax Support) with specific local rules that differ from every other London borough.
Three Conditions You Must Meet
Every working-age applicant needs to satisfy the same baseline:
- You're liable for Council Tax at a Croydon address — your name (or your partner's) is on the bill.
- That address is your sole or main home — not a second property or sublet.
- You have recourse to public funds — people with a No Recourse to Public Funds (NRPF) immigration condition are excluded from CTS.
If you're 16 or over but haven't reached State Pension age, you fall under Croydon's local working-age scheme. Pension-age residents get assessed under separate national rules that can cover up to 100% of the bill regardless of Croydon's local caps.
How Croydon's Income-Banded Scheme Works
Since April 2022, Croydon ditched traditional means-testing and moved to an income-banded model. Your total weekly net household income gets placed into one of eight brackets, and each bracket gives a fixed percentage discount. The bands rise in £50 steps — which means a small earnings change can shift you up or down a tier overnight.
For 2026/27, the maximum awards depend on your household category:
- Disabled non-working residents (receiving PIP, DLA, or ESA and not in paid work): up to 100% discount
- Lone parents with a child under 5: up to 80% discount
- All other working-age claimants: up to 75% discount
Once your weekly net income hits £458 or more, the discount drops to zero across all categories.
Protected Groups Get Better Terms
Croydon recognises three protected groups who receive higher maximum awards and more generous capital limits:
- Disabled non-working residents get 100% protection and a £16,000 capital threshold (versus £8,000 for everyone else).
- Lone parents with a child under 5 access a dedicated award matrix starting at 80%.
- Care leavers under 25 who were in Croydon's care receive a full 100% discretionary discount, backdated to cover the entire tenancy.

What About Mixed-Age Couples?
If one partner has reached State Pension age and the other hasn't, you're assessed under the working-age scheme if your household claims Universal Credit. Only couples where both members have reached pension age qualify for the national prescribed rules.
The Band D Property Cap
There's a ceiling most people miss. If you're a standard working-age claimant (not in a fully protected group) living in a Band E, F, G, or H property, your percentage discount only applies up to the Band D charge. You pay the full difference between your actual band and Band D out of your own pocket, on top of whatever percentage isn't covered by the reduction.
What Croydon's Reduction Doesn't Cover
CTS reduces your Council Tax liability; it doesn't pay your rent or water rates. A backdated award can reduce earlier Council Tax liability, but any remaining arrears still need to be resolved. It doesn't transfer between boroughs either; if you move out of Croydon, you'll need to claim again with your new council under their own scheme.
If you're facing enforcement action — court summonses, liability orders, or bailiff visits — that's a debt crisis, not a CTS issue. Contact StepChange (0800 138 1111) or National Debtline (0808 808 4000) for free specialist help.
Next Steps
The application is online through Croydon's My Account portal, and it's completely separate from any Universal Credit claim with the DWP. You'll need proof of identity, income, savings, and any benefits you receive.
Our Croydon Council Tax Reduction guide walks through the full income band matrix with worked examples, the evidence checklist, and exactly how to handle each step of the application — from working out your band to claiming backdated support.
