Croydon Council Tax Reduction for Disabled Residents: Protections and How to Claim
Croydon's Council Tax Reduction scheme treats disabled residents differently from the general working-age population — but the protections split sharply depending on whether you work. Getting this classification right is the difference between paying nothing and paying hundreds of pounds a year.
Disabled Non-Working: 100% Protection
If you receive a qualifying disability benefit and are not in paid employment, Croydon classifies you in the fully protected group. That means:
- 100% Council Tax discount — your liability drops to zero across all income bands
- £16,000 capital threshold — double the standard £8,000 limit
- No minimum payment
Qualifying benefits include Personal Independence Payment (PIP), Disability Living Allowance (DLA), and Employment and Support Allowance (ESA). The key condition: you must not be in paid work. A few hours of paid employment, even if your earnings are minimal, moves you out of this category.
Disabled Working: Income Bands Plus Disregards
If you work — even part-time — you move into the standard income-banded scheme. But Croydon applies two important adjustments:
£50/week earned income disregard: the first £50 of your weekly earnings is subtracted before your income is matched to a band. Earning £220/week? The council assesses you at £170/week, which drops you into a better band.
100% benefit disregard: PIP (Daily Living and Mobility components), DLA (Care and Mobility), and Attendance Allowance are completely disregarded. They don't count as income at all. If you receive £108.55/week in PIP Daily Living on top of £220/week earnings, only the £170 (after the £50 disregard) is assessed.
No Minimum Income Floor: if you're self-employed and disabled, Croydon's MIF doesn't apply. Your actual net self-employed earnings are assessed, not a floor of £392.04/week for single claimants and couples or £250.96/week for lone parents. This exemption has been in place since April 2023.
The Transition Risk
The biggest danger is moving between categories. If you're currently classified as disabled non-working (100% discount) and start part-time work, your classification changes immediately. You'll move to the standard income-banded matrix with the £50 disregard, and your Council Tax bill will go from zero to whatever your income band dictates.
Report the change within 21 days. If you don't and the council discovers it later, the excess reduction (effectively an overpayment) gets added back to your bill.
The reverse transition is equally important. If you stop working due to your condition and start receiving ESA, you may qualify to move back into the 100% protected group. Report the change and provide your ESA award letter promptly to avoid paying more than you need to.

What the 2027/28 Consultation Proposes
Croydon's September 2026 consultation includes proposals that would significantly reduce protections for disabled residents:
- Reducing the maximum award for disabled non-working claimants from the current 100%
- Restricting disabled non-working eligibility to claimants receiving only the Universal Credit LCWRA element (Limited Capability for Work and Work-Related Activity), which would exclude people on legacy benefits like ESA
If adopted, these changes would be the most significant reduction in disability protections since the scheme launched.
How to Ensure Your Protections Apply
When applying, make sure you upload your benefit award letters — PIP, DLA, or ESA. Without them, the council can't verify your disability status and may assess you under the standard working-age matrix with no disregards. If your circumstances change, update the council immediately to avoid being charged at the wrong rate.
The Croydon Council Tax Reduction guide includes a specific disability protections checklist and worked examples showing how the £50 disregard and benefit disregards interact with the income band matrix.
