Leicester Council Tax Reduction for Disabled Residents and Carers
What Vulnerable Household Status Means in Leicester
Leicester's Council Tax Reduction scheme splits working-age claimants into two categories: vulnerable and non-vulnerable. The difference is significant. Non-vulnerable households can receive a maximum 80% discount, leaving a 20% minimum payment. Vulnerable households can access Band 1 — a full 100% discount — and their property charge is capped at Band C rather than Band B.
Getting classified as a vulnerable household is not automatic. Someone in your home — you, your partner, or a dependent child — must receive at least one qualifying disability or carer benefit.
Which Benefits Qualify You as Vulnerable
Leicester City Council recognises these benefits for vulnerable household status:
- Personal Independence Payment (PIP) — enhanced rate of the daily living component
- Disability Living Allowance (DLA) — middle or higher rate of the care component
- Carer's Allowance or the carer element of Universal Credit
- Income-Related ESA or the support component of Contribution-Based ESA
- Universal Credit with the LCWRA element (Limited Capability for Work and Work-Related Activity)
- Enhanced Disability Premium or Severe Disability Premium
Standard rate PIP daily living does not qualify. Nor does the mobility component alone. The qualifying benefit must include a care or daily living element at the specified rate.
PIP and Council Tax Reduction
If you receive PIP enhanced daily living, your household automatically meets the vulnerable threshold. Your income band grid shifts: Band 1 gives 100% rather than being unavailable, and each subsequent band gives you wider income ranges than a non-vulnerable household with the same composition.
You need your PIP award letter as evidence. The council checks which component and rate you receive, so make sure your application includes the full DWP decision notice — not just the payment summary.

DLA and Council Tax Reduction
DLA works the same way as PIP for vulnerable status, provided you receive the care component at middle or higher rate. The mobility component alone does not count. If you are still on DLA (rather than having been migrated to PIP), your current DLA award letter serves as evidence.
Carers and the Carer Element
You qualify as a vulnerable household if you receive Carer's Allowance or if your Universal Credit includes the carer element. This applies whether you are caring for someone in your household or elsewhere — the key is that you hold the benefit.
One thing to watch: underlying entitlement to Carer's Allowance (where another benefit is paid instead because of the overlapping benefit rule) may still count. Check with Leicester's revenues and benefits team if you have an underlying entitlement but do not actually receive Carer's Allowance payments.
LCWRA and the ESA Migration Issue
If your Universal Credit includes the LCWRA element, your household qualifies as vulnerable. This is important because the LCWRA element is also counted as income when the council calculates your band placement.
The practical effect: LCWRA gets you into the vulnerable grid (where Band 1 at 100% is available), but the extra income it represents may push you above Band 1's threshold. Whether you land in Band 1 or Band 2 depends on your total net weekly income after disregards.
Residents who previously received Income-Related ESA were often passported straight to 100% support. After migration to Universal Credit, the same disability recognition now produces a different financial outcome because Leicester counts UC elements differently. If your discount dropped after migration, check whether your total net income still falls within the vulnerable Band 1 range for your household size. The thresholds are wider than many people expect — a single person can earn up to £155.70/week and still sit in Band 1.
The Band C Property Cap
Vulnerable households have their eligible council tax capped at the Band C charge. If you live in a Band D, E, F, G, or H property, the council calculates your percentage discount against the Band C rate, not your actual bill. You pay the discount amount based on Band C, plus the gap between Band C and your actual band.
For Band A, B, or C properties, the cap makes no difference — you are already at or below it.
Disabled Band Reduction (Separate From CTR)
There is a completely separate relief if your home has been adapted for a disabled resident — an extra bathroom, a room used mainly by the disabled person, or wheelchair access space. This drops your property one band for billing purposes (Band A gets a 1/9th reduction). It is applied before Council Tax Reduction is calculated, so it can reduce the base amount your percentage discount works against.
This is not part of the Council Tax Reduction scheme. You apply for it separately through the council's council tax team.
Getting the Full Support
If you think your household qualifies as vulnerable but your current award does not reflect it, check that you submitted the correct benefit evidence with your claim. The Leicester Council Tax Reduction guide includes a disability and carer proof matrix showing exactly which documents unlock vulnerable status for each qualifying benefit.
