Leicester Council Tax Reduction for Pensioners and Pension Credit Recipients

Pension-Age Claims Follow National Rules

If you have reached state pension credit age, your Council Tax Reduction claim in Leicester is not governed by the council's local income-banded scheme. Instead, it follows nationally prescribed rules set by the government. This is an important distinction because the national rules are significantly more generous.

Pension-age claimants can receive up to 100% Council Tax Reduction — there is no minimum payment and no 80% cap. The savings limit is £16,000 (compared to £6,000 for working-age claims). And there are no property band caps limiting how much of your bill the discount applies to.

Who Counts as Pension Age?

You qualify for pension-age rules once you reach state pension credit age. For anyone reaching pension age from 2028 onward, this is 67. Check your exact date on GOV.UK if you are close to the boundary.

If you live with a partner and one of you is pension age while the other is working age, the rules depend on your benefit status. If either partner receives Universal Credit, the household is generally assessed under Leicester's working-age local rules — not the more generous pension-age national scheme. This matters for couples where one partner has not yet claimed their state pension.

Pension Credit and Council Tax Support

Receiving Pension Credit (either Guarantee Credit or Savings Credit) does not automatically give you Council Tax Reduction. They are separate claims to separate authorities — Pension Credit comes from the DWP, Council Tax Reduction comes from Leicester City Council.

However, if you receive the Guarantee Credit element of Pension Credit, you are likely to receive the maximum Council Tax Reduction because the guaranteed minimum income sits below most pension-age support thresholds. The council still needs you to submit a formal application.

If you receive only Savings Credit, your higher income may reduce your Council Tax Reduction, but the means-test taper for pension-age claims is gentler than any working-age scheme.

How the Pension-Age Means Test Works

Rather than income bands, pension-age claims use a traditional means test. The council calculates your applicable amount (a baseline figure based on your household composition), compares it to your assessed income, and applies a taper to any excess.

Your income includes state pension, occupational pensions, and most other regular payments. Key disregards are similar to the working-age scheme: Housing Benefit, War Pensions, and certain other payments do not count.

The £16,000 capital limit applies, but unlike the working-age scheme, pension-age claims include a tariff income calculation for savings between £6,000 and £16,000. For every £500 (or part thereof) above £6,000, a notional income of £1 per week is added to your assessed income. Savings below £6,000 are ignored entirely.

Applying in Leicester

The application process is the same as for working-age claims — submit it online through Leicester City Council's portal. You need the same categories of evidence: identity, income proof (pension statements, benefit letters), and bank statements showing your savings.

If you find the online process difficult, Leicester's Customer Service Centre at York House and the Best Start Family Hubs offer assisted access. Citizens Advice LeicesterShire (0808 278 7970) can also help with the form.

Mixed-Age Couples: A Common Problem

Since May 2019, new mixed-age couples (where one partner is pension age and the other is not) are generally treated under working-age rules if they claim Universal Credit. This means the working-age partner's age pulls the entire household into the local income-banded scheme with its £6,000 savings limit, 80% cap, and Band B property cap.

If you are a pension-age resident whose working-age partner is about to claim Universal Credit, be aware this could change your Council Tax Reduction assessment from the national pension-age scheme to Leicester's local working-age scheme — potentially reducing your support.

The Leicester Council Tax Reduction guide covers both pension-age and working-age routes, including the mixed-age couple rules and how to check which scheme applies to your household.
