Leicester Council Tax Reduction for Lone Parents and Single Parents
Income Bands for Lone Parents
Leicester's Council Tax Reduction scheme treats lone parents as their own household category with wider income band thresholds. A lone parent with one child has higher band boundaries than a single person without children — reflecting the additional costs of raising a child.
For a non-vulnerable lone parent with one child, use the one-child column: Band 2 runs from £0 to £155.70/week, and Band 3 from £155.71 to £311.40/week. With two children, Band 2 runs to £207.60/week, and with three or more children, it runs to £259.50/week.
This means a lone parent earning £180/week with two children could sit in Band 2 (80% discount) while a single person without children earning the same amount would land in Band 3 (60% discount). Household composition shifts the bands significantly.
The Single Person Discount
As a lone parent, you almost certainly qualify for the 25% single person discount on your council tax bill. Children under 18 are not counted as adults for council tax purposes, so a household of one parent and any number of children under 18 counts as a single adult household.
This discount is applied before Council Tax Reduction is calculated. So the council first cuts your bill by 25%, then applies your CTR percentage to the reduced amount. Both reductions stack.
Make sure you have claimed the single person discount. If you have not, contact the council — adding it will reduce your bill immediately and also change the base figure your CTR is calculated against.
Childcare Cost Disregard
When Leicester calculates your net weekly income for band placement, eligible childcare expenses up to £300 per week are disregarded. This is a substantial deduction for working lone parents who pay for childcare.
To benefit, you need evidence of your childcare costs — invoices from a registered childminder, nursery, or after-school club. The disregard covers formal childcare only, not informal arrangements with family or friends.
Combined with the Child Benefit disregard (which is also excluded from your income calculation), these rules can move a working lone parent into a lower income band than their gross earnings suggest.

Can Lone Parents Get 100% Support?
Yes — but only with vulnerable household status. A lone parent who receives PIP enhanced daily living, DLA middle/higher care, Carer's Allowance, or has the LCWRA or carer element in their Universal Credit qualifies as a vulnerable household. Vulnerable lone parents access Band 1 (100% discount) and the Band C property cap.
Without vulnerable status, the maximum is 80%. A non-vulnerable lone parent with very low income (or no income) will still pay 20% of their eligible bill.
What to Do
Check your income against the lone parent column in Leicester's income band grid. Remember to subtract Child Benefit and childcare costs before looking up your band. Confirm the 25% single person discount is on your account.
