Council Tax Reduction for Lone Parents in Leeds

What Lone Parents in Leeds Get Under Council Tax Support

Single parents in Leeds face a particular version of the council tax support rules that changes sharply depending on which benefit system they are in. Under the legacy General Scheme, lone parents caring for a child under five were a protected group — eligible for up to 100% council tax support, wiping the bill entirely.

Under Universal Credit, that protection vanishes. Once you migrate to UC, the maximum working-age discount caps at 75%, leaving you liable for at least 25% of your net council tax charge. On a standard Band B property charge for 2026/27 before any parish precept, that is roughly £6.37 per week after Single Person Discount — around £331 per year.

Single Person Discount Stacks with CTS

Here is the part most lone parents miss. If you are the only adult in the property (children under 18 do not count), you may qualify for the 25% Single Person Discount. You must apply; it does not come automatically. The discount comes off the gross council tax bill before CTS is calculated.

So on a standard Band B property with a gross annual charge of £1,766.73 for 2026/27, before any parish precept:

  • Single Person Discount reduces it to £1,325.05 (£25.48/week)
  • 75% CTS then covers up to £19.11/week
  • You pay approximately £6.37/week — not the £8.49 you would owe without SPD

If you have not claimed Single Person Discount, do that first. It is not means-tested and takes minutes to apply for on the Leeds council website.

How Universal Credit Affects Your CTS Award

Universal Credit does not cover council tax — it never has. CTS is a separate local discount administered by Leeds City Council. When you claim UC, the DWP can send an electronic notification to the council, but this does not automatically generate a CTS claim. You need to apply separately through leeds.gov.uk/cts.

If you applied for UC and told the DWP you wanted help with council tax, Leeds treats your CTS claim as starting from the first day of your UC entitlement — but only if the council received the DWP notification. If the data feed was delayed, your claim date is whenever the council actually received your application. To be safe, apply directly within one month of your UC claim.

Your CTS award is then calculated using the surplus income formula: 75% of net liability, minus 15% of any income above your CTS personal allowance (the UC standard monthly allowance converted to a weekly figure). If your only income is Universal Credit with no earnings, the surplus income deduction is usually £0, giving you the full 75% discount.

The Child Element Does Not Change CTS Rules

A common confusion: the UC Child Element increases your UC payment, but it does not increase your CTS personal allowance. Leeds CTS uses the DWP standard allowance (£424.90/month for a single person aged 25+, or £666.97 for a couple where either partner is 25+) as the personal allowance — child elements sit outside that calculation.

What matters for CTS is your total assessable income minus the CTS personal allowance. If you earn above the allowance threshold, the 15% surplus income deduction chips away at your 75% maximum.

What to Do If You Just Moved to UC

If your council tax bill jumped after migrating from legacy benefits to Universal Credit, check whether you qualify for Discretionary Council Tax Support. Leeds offers this under Section 13A(1)(c) for claimants whose UC transition caused a net income loss equal to or greater than their CTS reduction. Email [email protected] with the subject "Request for Discretionary Council Tax Support," your claim number, address, date of birth, and NI number.
