Sheffield Council Tax Reduction for Lone Parents

What Sheffield's Scheme Gives Lone Parents

Sheffield City Council runs a working-age Council Tax Support (CTS) scheme that caps support at 77% of your net council tax liability. That means even if you qualify for full support, you still pay at least 23% of the bill yourself.

For lone parents, the means test works slightly differently from the standard calculation. You get a higher weekly earnings disregard of £25.00 compared to £5.00 for a single person or £10.00 for a couple. That extra disregard means more of your earned income is ignored before the 20% taper starts reducing your award.

If you receive Universal Credit as a lone parent, remember that UC does not automatically include Council Tax Support. You need a separate application to Sheffield City Council — even if you ticked the council tax box on your UC journal. The DWP does not forward your claim to the local authority.

How the Means Test Works for Single Parents

The calculation follows the same rigid statutory order as any working-age claim:

  1. Start with your annual council tax charge based on your property band
  2. Deduct any Single Person Discount (25% off if you're the only adult in the household)
  3. Multiply the remaining net liability by 77% — that's your maximum possible support
  4. Compare your assessable weekly income against your Applicable Amount (which includes child premiums and the lone parent rate)
  5. If income exceeds the Applicable Amount, 20% of the excess is deducted from your support

Because lone parents receive a higher Applicable Amount that includes dependent child elements, you can earn more before the taper kicks in. Many lone parents on low wages or part-time work will qualify for close to the maximum 77% award.

Around 58% of Sheffield properties sit in Band A. If your home is Band A and you get both the Single Person Discount and the full 77% CTS award, your remaining monthly bill can be surprisingly manageable — but it will never reach zero under the working-age scheme.

What Documents You Need

Sheffield requires the standard evidence package, but pay attention to the payslip rules. You need 5 consecutive weekly payslips, or 2 consecutive monthly payslips. Missing one breaks the chain and delays your claim.

For lone parents specifically, have these ready:

  • Proof of dependent children living at your address (Child Benefit award letter works well)
  • Your Universal Credit statement showing the child element breakdown
  • Bank statements for all accounts covering the last two full months
  • If you receive Child Maintenance, have evidence of the amount — though maintenance is usually disregarded in the CTS means test

If your capital is between £6,000 and £16,000, the council applies tariff income of £1 per week for every £250 above £6,000. Capital over £16,000 usually disqualifies you, unless you receive the Guarantee Credit element of Pension Credit.

The 25% Single Person Discount Stacks

Most lone parents qualify for the 25% Single Person Discount because children under 18 don't count as adults for council tax purposes. This discount applies before the CTS calculation, which works in your favour — it reduces the base figure that the 77% cap applies to.

Make sure you've claimed the Single Person Discount separately if you haven't already. It's not means-tested and doesn't require a CTS application. You can apply for it on the Sheffield City Council website under discounts and exemptions.

Extra Help Through the Hardship Fund

If you're already receiving CTS but still struggling with the 23% minimum payment, Sheffield operates the Council Tax Hardship Scheme (CTHS) under Section 13A(1)(c). You must already be receiving CTS to apply — it's not available to households who haven't claimed support.

The CTHS application asks for a detailed income and expenditure breakdown: rent, utilities, food, travel, childcare, medical costs, existing debts. The fund is cash-limited (around £2.4 million for 2026/27), so awards are discretionary and not guaranteed.

Apply through the joint Crisis and Resilience Fund / CTHS portal on the Sheffield City Council forms page.

Key Deadlines and Reporting

Your CTS award starts the Monday after you submit your application. If you're claiming UC for the first time, you can link your CTS start date to your UC claim date — but only if you submit the Sheffield CTS application within one calendar month of telling DWP you want council tax help.

Report any changes within 21 days: a pay rise, a new partner moving in, a child leaving, savings crossing the £6,000 threshold. Notifying the DWP does not count as notifying Sheffield City Council — you must report to both separately.

If you think you should have been claiming earlier, you can request backdating for up to 6 months if you can show continuous "good cause" for the delay. In exceptional circumstances, the council may consider a period back to 1 April of the current financial year.
