Non-Dependant Deductions for Council Tax Support in Sheffield

If a non-dependant adult lives in your home and no exemption applies, Sheffield deducts a fixed weekly amount from your Council Tax Support award. The deduction represents the assumption that the other person contributes toward household bills — whether they actually do or not.

Who Counts as a Non-Dependant

A non-dependant is any adult in your household who is not:

  • Your partner
  • A dependent child (under 18, or under 20 and in qualifying education/training)
  • A commercial lodger or subtenant paying market rent

The most common non-dependants are adult children living at home, elderly parents, friends or siblings sharing the property, and other adult relatives.

Each non-dependant triggers a separate deduction from your Council Tax Support award. If two adult children live with you, you get two deductions.

How the Deductions Work

Sheffield sets the deduction based on the non-dependant's gross weekly income. The deduction tiers are uprated annually by statutory instrument. Higher-earning non-dependants trigger larger deductions.

The tiers follow a stepped scale:

  • Non-dependants on certain benefits (Income Support, income-based JSA, UC with no earned income) — lowest deduction
  • Non-dependants earning low wages — modest deduction
  • Non-dependants earning above the higher thresholds — larger deductions

The exact weekly amounts change each April. Sheffield uses the figures prescribed in the national statutory uprating for the current financial year.

The deduction comes off your award, not your bill directly. If your maximum Council Tax Support is £14.45 per week and the non-dependant deduction is £4.60, your actual weekly support drops to £9.85.

Exemptions: When No Deduction Applies

Exemptions based on the claimant

No non-dependant deduction is made at all if you or your partner receives:

  • Disability Living Allowance Care Component (middle or highest rate)
  • PIP Daily Living Component (standard or enhanced)
  • Attendance Allowance
  • Armed Forces Independence Payment
  • You are registered severely sight-impaired (blind)

These exemptions wipe out all non-dependant deductions for your household, regardless of how many non-dependants live with you or what they earn.

Exemptions based on the non-dependant

Even if you do not qualify for the claimant exemption, a specific non-dependant's deduction is waived if they are:

  • A full-time student (during their course period)
  • An apprentice earning under £195 per week
  • Under 18 years old
  • Receiving Youth Training allowances
  • A long-term hospital inpatient
  • Jointly liable for Council Tax at the same address (they are a co-liable person, not a non-dependant)

The Practical Impact

Non-dependant deductions can significantly reduce your Council Tax Support, especially if an adult child works full time and earns above the higher threshold.

This creates a counterintuitive situation: a resident on Universal Credit with maximum Council Tax Support could lose a substantial portion of that support because their working adult child lives at home. The child's earnings do not directly pay your Council Tax — but the deduction assumes they should.

If a non-dependant moves out, report the change to Sheffield within 21 days and give the date the change happened. If a non-dependant moves in, report that too — late notification can trigger overpayment recovery.

What You Can Do

  • Check the exemptions first. If you receive PIP Daily Living or DLA Care (middle/higher), all deductions are waived.
  • Verify your non-dependant's income. If their earnings are lower than the council assumed, provide evidence to get a lower deduction tier applied.
  • Report changes promptly. A non-dependant losing their job or dropping hours may shift them to a lower deduction tier.

Our Sheffield Council Tax Reduction guide includes a non-dependant deduction worksheet that calculates the exact impact on your award based on each person's earnings and benefit status.
