Sheffield Council Tax Support Savings Limit

Sheffield applies a capital limit to its working-age Council Tax Support scheme. If you and your partner hold more than £16,000 in combined capital, you are generally disqualified, unless you receive Guarantee Pension Credit.

The Three Savings Tiers

Under £6,000 — your savings are fully disregarded in the means-tested calculation. You still need to declare them. Sheffield's evidence checklist calls for statements for all bank and building society accounts covering the last two full months.

£6,000 to £16,000 — your savings generate "tariff income." Sheffield adds £1 per week to your assessed income for every £250 (or part of £250) above £6,000. This assumed income is then fed into the means test alongside your actual earnings and benefits.

Example: you have £10,000 in savings. That is £4,000 above the £6,000 threshold. Divide by £250 = 16. Your tariff income is £16 per week, added on top of whatever you actually earn. If that extra £16 pushes your assessed income above your Applicable Amount, the 20% taper starts eating into your support.

Over £16,000 — generally disqualified from working-age Council Tax Support, unless you receive Guarantee Pension Credit. The £16,000 limit is a cut-off, not a taper; at or below it, tariff income may still reduce the award.

What Counts as Capital

Sheffield counts combined capital for you and your partner across:

  • Bank accounts (current, savings, joint)
  • Building society accounts
  • ISAs (cash and stocks & shares)
  • Premium Bonds
  • Stocks, shares, and investment funds

What does not count:

  • Personal injury compensation held in trust
  • Government cost-of-living payments
  • Arrears of statutory welfare benefits held for less than 52 weeks

The Evidence Sheffield Requires

Sheffield's evidence checklist calls for two full months of statements for all bank and building society accounts. Other capital, such as investments or Premium Bonds, may need supporting records. Statements should show your name, account number, and daily balances. Follow the council's instructions if it asks for further evidence.

Common Questions About the Savings Limit

Does my partner's money count? Yes. Sheffield combines savings for the applicant and their partner. If you hold £8,000 and your partner holds £9,000, your combined capital is £17,000 — you are generally disqualified unless you receive Guarantee Pension Credit.

What about money in my child's account? If you are unsure who legally owns the money or whether it should be included, disclose it and ask Sheffield how to treat it.

I just received a lump sum — what should I do? If it takes your capital over £6,000 or £16,000, report the change to Sheffield within 21 days. The council will assess how the capital rules apply to your circumstances.

Does my pension pot count? The scheme's treatment of pension holdings depends on the circumstances. Declare the pension details and ask Sheffield how it will treat them.
