Council Tax Reduction for Carers and Disabled Residents in Leeds
How Carers and Disabled Residents Qualify for Leeds Council Tax Support
If you receive Carer's Allowance or a qualifying disability benefit in Leeds, your council tax support entitlement depends almost entirely on which benefit system you sit in — legacy or Universal Credit. Get this wrong, and you could lose 25% of your discount overnight.
Under the Leeds General CTS Scheme (legacy benefits), carers receiving Carer's Allowance and disabled residents on Enhanced or Severe Disability Premiums qualify as a protected group. That means a maximum discount of 100% of your net council tax liability — potentially wiping the bill completely.
The catch is the Universal Credit migration. Once a protected-group claimant transfers to UC, they fall under the Leeds UC CTS Scheme, where the maximum working-age discount drops to 75%. The only exception is Class 1 — war pensioners and armed forces compensation recipients — who keep the 100% cap under UC.
The UC Migration Trap for Carers
This is where most carers get caught. You might be receiving Carer's Allowance alongside income-related Employment and Support Allowance, enjoying 100% council tax support. Then the DWP moves you to Universal Credit. Your Carer Element carries over in UC, but Leeds Council Tax Support does not recognise legacy protected-group status under the UC scheme.
Your council tax discount immediately caps at 75%. Using the standard 2026/27 Leeds Band A charge before any parish precept, that is about £5.46 per week after Single Person Discount — around £284 per year — that you now owe.
What to Do If the Cap Hits You
Three options, in order:
Check whether you qualify for Discretionary Council Tax Support. If your move to UC caused a net income loss equal to or greater than your CTS reduction, you can email [email protected] with the subject line "Request for Discretionary Council Tax Support." Include your claim number, address, date of birth, and National Insurance number. The council will send a financial assessment form. Awards can restore up to 100% relief, but they are temporary and discretionary.
Stack your discounts. Council Tax Support applies after other statutory discounts. If you live alone, the 25% Single Person Discount comes off first, then CTS is calculated on the reduced figure. If you qualify for a disability band reduction (where your property's adapted features would place you in a lower band), that reduction also applies before CTS.
Check non-dependant deduction exemptions. If you or your partner receives Attendance Allowance, PIP daily living component, DLA care component, Adult Disability Payment, or Armed Forces Independence Payment, all non-dependant deductions from your CTS award are waived — regardless of how much a non-dependant adult in your household earns.

What Carers Allowance Does (and Doesn't Do) for Council Tax
Receiving Carer's Allowance does not automatically reduce your council tax. It is a separate DWP benefit. However, it can qualify you for certain income disregards under the CTS calculation. Under the General Scheme, the carer premium is £48.15 a week in 2026/27 for people who receive Carer's Allowance or have underlying entitlement to it; this increases the applicable amount and reduces any excess income taper.
Under the UC scheme, Carer's Allowance is treated as unearned income in Universal Credit, which flows through to the CTS surplus income calculation. The DWP's Carer Element in UC does not directly translate to a CTS disregard — it affects your UC award, not your CTS personal allowance.
