Leicester Council Tax Reduction Eligibility: Who Qualifies and How to Check

Who Can Claim Council Tax Reduction in Leicester?

If you live in Leicester and struggle to pay your council tax bill, you might qualify for Council Tax Reduction — a discount that can cut your bill by up to 100%. Leicester City Council runs its own local scheme, officially called Council Tax Support, and it works differently from every neighbouring authority.

To qualify, you need to meet three basic conditions: you must be the person liable for council tax on a property within Leicester City Council's boundary, that property must be your main home, and your income and savings must fall within the scheme's limits.

There is no minimum age, but there is a strict dividing line at state pension age. If you have reached pension credit age, your claim follows national rules set by the government — not Leicester's local scheme. Pension-age claimants can receive up to 100% support and have a higher savings limit of £16,000. If you are below pension age, Leicester's own income-banded system applies, and the rules are tighter.

Working-Age Rules: Leicester's Income-Banded Scheme

Leicester replaced its old means-tested system in April 2025 with an income-banded scheme designed around Universal Credit. Instead of a complex taper calculation, your weekly net income slots you into one of six bands, each giving a fixed percentage discount.

The maximum discount for non-vulnerable working-age households is 80%. That means everyone in this category pays at least 20% of their bill — the so-called minimum payment. Vulnerable households (those receiving qualifying disability or carer benefits) can access the top band at 100%, paying nothing.

Your net weekly income is calculated from gross earnings minus Income Tax, National Insurance, and half of any qualifying pension contributions. Several income streams are completely ignored in this calculation: Child Benefit, Housing Benefit, the housing costs element of Universal Credit, War Pensions, and childcare expenses up to £300 per week.

Couples and Joint Claims

If you are married, in a civil partnership, or living together as a couple, the council assesses your income, capital, and circumstances jointly. Only one of you submits the claim, but both partners' earnings and savings count toward the household total.

If you separate permanently, your entitlement changes from the date of separation. You would need to notify the council and your claim gets reassessed as a single person — potentially moving you into a lower income band with a higher discount.

The £6,000 Capital Limit

Working-age claimants face a hard capital ceiling of £6,000. If you and your partner's combined savings, investments, and capital exceed this amount, you get nothing — regardless of how low your weekly income is. There is no sliding scale or tariff income applied to savings below the limit, so £5,999 in the bank makes no difference to your band placement while £6,001 disqualifies you entirely.

Pension-age claimants have a separate, more generous limit of £16,000.

Housing Benefit and Council Tax Support

A common question: does Housing Benefit affect your Council Tax Reduction? The short answer is no. Housing Benefit payments are fully disregarded when Leicester calculates your net weekly income for band placement. Similarly, the housing costs element of Universal Credit does not count.

You can receive Housing Benefit (or UC housing costs) and Council Tax Support at the same time. They are separate claims addressing separate costs, and one does not reduce the other.

How Leicester's Scheme Differs From Neighbouring Councils

Leicester City Council is a unitary authority — it runs its own council tax support scheme with its own rules. If you move to Blaby, Charnwood, or Oadby and Wigston, their schemes may have different income thresholds, different minimum payments, and different capital limits. Your Leicester claim does not transfer automatically. You would need to close your Leicester claim and apply fresh to the new council.

This catches people who move within the LE postcode area but cross a council boundary. The scheme belongs to the billing authority, not the postcode.

What to Do Next

Check your weekly net income against Leicester's income band thresholds and confirm your savings are under £6,000. If you think you qualify, the next step is to apply online through Leicester City Council's portal.
