Council Tax Reduction with PIP, ESA, Carer's Allowance or LCWRA in West Northamptonshire
How Disability Benefits Interact with CTR
Receiving a disability or carer benefit doesn't automatically give you council tax reduction in West Northamptonshire — you still need to apply through WNC's eClaim form. But these benefits change how the means test works in your favour, and they unlock additional discounts that reduce your bill before the CTR calculation even starts.
PIP (Personal Independence Payment)
PIP itself is not counted as income in the CTR means test. Whether you receive the daily living component, the mobility component, or both, the payments are fully disregarded. This means PIP income doesn't reduce your award.
What PIP does do:
Disability premium. Receiving PIP (either component) qualifies you for a disability premium in the applicable amount — the baseline figure your income is measured against. A higher applicable amount means more of your income falls below the threshold, which increases your CTR award.
Non-dependant deduction exemption. If you or your partner receives the PIP daily living component (either rate), no non-dependant deductions are applied to your CTR award. This is significant if you have adult children or other adults living with you — normally their income would reduce your award through fixed weekly deductions.
Disabled Band Reduction. If you need a room, an extra bathroom or kitchen, or wheelchair use within your home to meet disability-related needs, you can apply for a Disabled Band Reduction, which charges your property one band lower. This reduces the base figure that CTR is calculated on.
ESA (Employment and Support Allowance)
Income-related ESA is a passported benefit for CTR purposes. If you receive it, WNC treats you as having income at or below the applicable amount — you automatically get the maximum 80% award without a detailed income calculation.
If you receive contributory (new-style) ESA, it's counted as income in the means test, but with the support component qualifying you for an enhanced disability premium in the applicable amount.
The key distinction: income-related ESA gives you automatic maximum CTR, while contributory ESA still requires the full means test — though the disability premiums usually result in a generous award.

Carer's Allowance
Carer's Allowance (£86.45 per week in 2026/27) is counted as income in the means test. However, receiving it qualifies you for a carer premium in the applicable amount, which partially offsets the income inclusion.
Separately, you may qualify for a carer disregard if you live with the person you care for, provide at least 35 hours of care per week on average, and they receive a qualifying benefit such as Attendance Allowance, qualifying DLA care, or PIP daily living. If they are over 18, they must not be your spouse or partner; if they are under 18, you must not be their parent. This means you're not counted as an adult in the property for discount purposes — potentially giving the person you care for a Single Person Discount or other occupancy-based reduction.
LCWRA (Limited Capability for Work and Work-Related Activity)
If you're on Universal Credit with the LCWRA element, the element itself is part of your UC award and enters the CTR calculation through your UC statement. The LCWRA decision also qualifies you for the enhanced disability premium in the applicable amount, which raises the threshold your income is measured against.
Residents who receive the UC LCWRA element should also check whether they qualify for a Severe Mental Impairment (SMI) disregard — a completely separate, non-means-tested exemption that can eliminate your council tax bill entirely if you live alone. The SMI route requires a GP certificate and proof of a qualifying benefit, which the LCWRA element satisfies.
Stacking Discounts Before CTR
The practical strategy for disabled residents and carers is to secure every discount that applies before the CTR means test runs:
- Disabled Band Reduction — drops your band by one level
- SMI disregard or Class U exemption — can give 25% discount or full exemption
- Single Person Discount — 25% if disregards leave one countable adult
- Carer disregard — removes a live-in carer from the headcount
Each of these reduces the net liability that CTR is calculated on, and CTR then covers up to 80% of what remains.
