Council Tax Help for Low-Income Households in West Northamptonshire

What "Low Income" Means for Council Tax Reduction

West Northamptonshire Council doesn't publish a single income threshold for council tax reduction — eligibility depends on your full household picture. The LCTRS means test compares your net assessable weekly income against an "applicable amount" that varies by household size, whether you have children, and whether anyone has a disability or caring responsibility.

If your income falls at or below the applicable amount, you receive the maximum award: 80% of your net council tax liability. If it's above, the award reduces by 20p for every £1 of excess income. Either way, working-age households must pay at least 20% of their bill.

The capital limit is £16,000. Above that, you're disqualified regardless of income. Below the lower threshold, your savings don't affect the calculation at all.

Routes to a Lower Bill

Council Tax Reduction isn't the only discount available. Low-income households often qualify for multiple reductions that stack before the LCTRS calculation even starts:

Single Person Discount (25%). If you're the only adult in the property, this comes off first and reduces the base liability that LCTRS is calculated against. Some residents don't realise adults who are "disregarded" — full-time students, severely mentally impaired persons, live-in carers — don't count for this discount.

Disabled Band Reduction. If your home has been adapted for a disabled resident (extra bathroom, wheelchair space, extra room for essential equipment), the property is charged at the next band down. A Band D home would pay Band C rates.

Severe Mental Impairment disregard. A person certified by their GP as severely mentally impaired and receiving a qualifying benefit (PIP daily living, Attendance Allowance, ESA support component) is completely disregarded for council tax purposes. If they live alone, the property gets a full Class U exemption.

Each of these is applied before the LCTRS means test, which means the reduction is calculated on a lower base figure — giving you a smaller final bill.

When the 20% Minimum Is Still Too Much

Even with maximum LCTRS, you'll owe 20% of your council tax. On an average Band D bill in West Northamptonshire of £2,487 per year, that's roughly £497 — about £41 a month.

If that's unaffordable, WNC operates an Exceptional Hardship Fund (EHF) under Section 13A(1)(c) with a £100,000 annual budget. The fund provides a credit on your council tax account — not cash — and is specifically for residents receiving LCTRS who still can't manage the remaining payment. As of July 2026, WNC approved 201 awards from 450 applications, totalling £55,066.

To apply, you need an active LCTRS claim (or a pending application) and evidence of your household budget showing genuine hardship. Bank statements covering the previous two months are the core evidence.

How to Apply

Applications go through WNC's online eClaim form at westnorthants.gov.uk. Claiming Universal Credit does not automatically create an LCTRS claim — you must apply separately with the council.

As of 26 October 2026, WNC was processing applications submitted from 17 September 2026, so apply as soon as your income drops rather than waiting. The effective date of your claim is the Monday after your application is received, so every week you delay is a week of missed reduction.
