West Northamptonshire LCTRS Scheme Explained: Working-Age Council Tax Reduction

What the LCTRS Actually Is

Since April 2013, council tax support for working-age residents in England has been set locally by each billing authority rather than by central government. West Northamptonshire Council's version — the Local Council Tax Reduction Scheme, or LCTRS — is a traditional means-tested scheme that assesses your household income, savings, and composition to calculate how much of your council tax bill the council will cover.

The scheme is authorised under Section 13A(1)(a) and Schedule 1A of the Local Government Finance Act 1992. WNC adopted its current unified scheme when the council formed in April 2021, merging the three predecessor authorities of Northampton Borough, Daventry District, and South Northamptonshire.

How the Working-Age Scheme Works

The core mechanics are straightforward:

Maximum award: 80%. No working-age household in West Northamptonshire can receive more than 80% council tax reduction, regardless of how low their income is. This means you'll always pay at least 20% of your bill — the minimum payment.

Means test. WNC compares your household's net assessable weekly income against an "applicable amount" — a baseline figure representing what the government considers your household needs. If your income is below or equal to that baseline, you get the full 80%. If it's above, the award tapers down: for every £1 of excess income, 20p is deducted from your weekly support.

Capital limit: £16,000. Combined savings and investments above £16,000 disqualify you entirely. Between the lower threshold and £16,000, a "tariff income" of £1 per week for every £250 (or part of £250) above the lower limit is added to your assessed income.

Passported benefits. If you receive Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance, you're automatically treated as having income at or below the applicable amount. Universal Credit claims are assessed on actual UC award figures.

Working-Age vs Pensioner Rules

The pensioner scheme is set nationally by the Council Tax Reduction Schemes (Prescribed Requirements) (England) Regulations 2012 — WNC cannot change it. Pensioners can receive up to 100% reduction (no minimum payment) and are assessed under separate national rules. Pensioners receiving the Guarantee Credit part of Pension Credit may qualify even if they have savings above £16,000.

If you're part of a mixed-age couple — one partner under state pension age, one above — you'll generally fall under the working-age rules. The exception is if the pension-age partner was already receiving Pension Credit or pension-age Housing Benefit before 15 May 2019, and entitlement has been continuous since.

The 2026/27 and 2027/28 Schemes

WNC's Cabinet approved the 2026/27 LCTRS as a "no change" continuation on 18 September 2025. On 12 October 2026, the Cabinet recommended maintaining the same scheme unchanged for 2027/28. If approved, the 20% minimum payment, £16,000 capital limit, and means-test structure would continue for 2027/28.

As of June 2026, 17,384 residents in West Northamptonshire receive LCTRS. Of those, 10,038 are working-age claimants. Total scheme expenditure is projected at £21.6 million for 2026/27.

Why This Matters

The local nature of the LCTRS means national advice forums and generic benefit guides often give misleading information. Neighbouring North Northamptonshire, for example, requires a 25% minimum payment — not 20%. Advice that applies there doesn't apply here, and vice versa.
