Council Tax Reduction in Kirklees for Disabled Residents, PIP Recipients, and Carers
Disability and Council Tax in Kirklees: Several Overlapping Reliefs
If you're disabled or caring for someone who is, there are multiple ways your council tax bill can be reduced in Kirklees. They work independently — you can claim several at once.
The main ones: Council Tax Reduction (the means-tested scheme), the Disabled Band Reduction, the Severe Mental Impairment disregard, and specific income disregards for disability benefits.
How Disability Benefits Affect the CTR Means Test
Receiving Personal Independence Payment (PIP), Disability Living Allowance (DLA), or Attendance Allowance doesn't automatically give you Council Tax Reduction. You still have to apply. But these benefits are fully disregarded as income in the means test — they don't count toward the income that triggers the 20% taper.
War Disablement Pensions and War Widow's Pensions are also fully disregarded.
This means a household where PIP makes up a significant portion of income will have a lower assessed income than the numbers might suggest, leading to a higher CTR award.
The 25% Minimum and LCWRA
Since April 2024, Kirklees requires all working-age households to pay a minimum 25% of their council tax bill — even on zero assessable income. The previous protected group exemptions were abolished.
However, if you receive the Limited Capability for Work and Work-Related Activity (LCWRA) element within Universal Credit, your applicable amount in the means test is higher. This doesn't exempt you from the 25% minimum, but it can increase your CTR award for the 75% eligible portion by reducing the surplus income calculation.

Non-Dependant Deduction Exemptions
If you or your partner receives PIP Daily Living component, DLA Care component (any rate), Attendance Allowance, or is registered blind, no non-dependant deductions are applied to your CTR award. This is significant — non-dependant deductions can otherwise reduce your weekly award by several pounds for each additional adult in your home.
The Disabled Band Reduction Scheme
This is separate from CTR and applies before the means test. If your property has been adapted to meet the needs of a disabled resident — things like a wheelchair ramp, extra bathroom, additional space — you may qualify to have your property charged at the rate of the band below.
A Band C property would be charged at Band B rates; a Band A property gets a special Band A-minus rate (set at 5/9 of the Band D charge).
Apply through Kirklees Council's council tax team. You'll need evidence of the adaptations and confirmation that the disabled person lives at the property.
Severe Mental Impairment (SMI) Disregard
If someone in your household has a severe mental impairment — certified by a registered medical practitioner — and they receive a qualifying benefit, they're disregarded for council tax purposes. This means they don't count as a resident.
If the SMI person is the only other adult in the property, the remaining resident can claim the 25% Single Person Discount. If the SMI person lives alone, the property may be fully exempt.
Qualifying benefits include PIP, DLA, Attendance Allowance, ESA (support component), and UC with LCWRA.
Carers
Receiving Carer's Allowance doesn't automatically reduce your bill, but it factors into the CTR means test through adjusted applicable amounts. Live-in carers (who aren't your spouse, partner, or parent of a child under 18 at the property) are disregarded for council tax purposes, which can unlock the Single Person Discount.
