Sheffield Council Tax Reduction for Disabled Residents and Carers

Qualifying disabled residents and carers in Sheffield can receive enhanced protection within the Council Tax Support means test. The 77% cap still applies to all working-age households, but disability and carer premiums raise the income threshold — meaning more of your money is ignored before the support taper starts cutting into your award.

How the Premiums Work

Sheffield's Council Tax Support means test compares your assessable income against your Applicable Amount. The Applicable Amount is your household's calculated baseline living requirement. Premiums for disability and caring responsibilities increase this baseline.

A higher Applicable Amount means:

  • More of your income falls below the threshold
  • The 20% taper kicks in at a higher income level
  • Your final Council Tax Support award is larger

The premiums do not give you a bonus payment. They protect more of your income from the taper calculation.

Which Premiums Apply

Disability Premium

The Disability Premium increases your Applicable Amount if you qualify under the scheme's rules. Sheffield's evidence checklist identifies official PIP, DLA, and Attendance Allowance letters, as well as medical evidence, as relevant evidence for assessing disability premiums. Ask the council which premium applies to your circumstances.

Severe Disability Premium

The Severe Disability Premium increases your Applicable Amount if you qualify under the scheme's rules. The exact qualifying conditions depend on your circumstances, so provide your award letters and ask Sheffield to confirm whether it applies.

Carer Premium

The Carer Premium increases your Applicable Amount if you qualify under the scheme's rules. Sheffield's evidence checklist identifies a Carer's Allowance award letter or statement as relevant evidence; ask the council to confirm how your caring circumstances are treated.

Income Disregards for Disability Benefits

Beyond the premiums, certain disability-related income is fully or partially disregarded in the means test:

  • War Disablement Pensions, War Widow's Pensions, and War Widower's Pensions — Sheffield gives these a 100% income disregard.
  • Earnings disregard for disability or caring — a higher disregard of up to £20 per week applies to specific disabled or carer employment categories.

The Disabled Band Reduction Scheme

This is a separate discount — not part of Council Tax Support — but it stacks with it.

If your property has been adapted for a disabled resident (wheelchair ramp, downstairs bathroom, extra room essential for disability needs), or if the disabled person needs a larger property than they would otherwise need, you can apply for a Disabled Band Reduction. This drops your property one band lower for Council Tax purposes (Band B is charged at Band A rates, Band C at Band B, and so on).

The reduction is applied before Council Tax Support is calculated, so it lowers the base figure that the 77% cap applies to. A Disabled Band Reduction combined with Council Tax Support at maximum leaves you paying the minimum 23% of an already-reduced bill.

Ask Sheffield City Council how to apply for the Disabled Band Reduction. It is a separate discount from Council Tax Support and is applied before CTS is calculated.

ESA and Council Tax Support

If you receive Employment and Support Allowance, give Sheffield the award details and ask how it affects your income assessment and whether a premium applies.

Evidence Sheffield Needs

To apply the correct premiums, submit your official award letters:

  • PIP decision letter (showing component rates and review dates)
  • DLA award letter
  • Attendance Allowance award letter
  • Carer's Allowance confirmation or underlying entitlement letter

Include these letters so Sheffield can assess whether a premium applies. If your award does not reflect the information you supplied, request an internal review.
