Bradford Council Tax Reduction for Disabled Residents, PIP and Carer's Allowance

Disability benefits and carer status carry specific protections in Bradford's Council Tax Reduction scheme — protections that many residents do not claim because the rules are buried in regulation documents. Qualifying disability or carer benefits can affect the applicable amount, income calculation, or non-dependant deductions.

How Disability Affects the Means Test

Bradford's CTR scheme uses an "applicable amount" — a baseline figure representing your household's minimum living costs. Your CTR award depends on how your income compares to this amount. The applicable amount is not fixed: it includes premiums for disability and caring responsibilities that raise the threshold.

The scheme includes disability premiums when its qualifying conditions are met. Qualifying routes include:

  • Personal Independence Payment (PIP) — any component
  • Disability Living Allowance (DLA) — any rate
  • Attendance Allowance
  • Certain long-term incapacity benefits or a qualifying continuous period of incapacity for work (364 days, or 196 days if terminally ill)

The Employment and Support Allowance support component is assessed under a separate applicable-amount rule; it is not itself a disability premium.

A higher applicable amount means the income taper starts later. In practice, this means more of your income is ignored and your CTR award is higher.

The carer premium applies if you or your partner are entitled to Carer's Allowance or the carer element in Universal Credit.

Income That Does Not Count

Several disability-related income streams are completely disregarded in Bradford's CTR calculation:

  • PIP (both Daily Living and Mobility components) — fully disregarded
  • DLA (all rates of Care and Mobility) — fully disregarded
  • Attendance Allowance — fully disregarded
  • War Pensions — fully disregarded
  • Child Benefit — fully disregarded

This means receiving PIP at the enhanced rate does not push your income above the applicable amount. It does not count as income at all.

Additionally, disabled claimants qualify for a £20/week earnings disregard (instead of the standard £5 single or £10 couple disregard) if they receive a qualifying disability benefit.

Non-Dependant Deduction Exemptions

If an adult aged 18+ lives with you (who is not your partner), Bradford normally deducts a fixed amount from your CTR based on their income. These non-dependant deductions can significantly reduce your award.

However, the deductions are waived entirely if you or your partner receive:

  • PIP Daily Living Component (either rate)
  • DLA Care Component (middle or highest rate)
  • Attendance Allowance

This is one of the most valuable protections in the scheme. A non-dependant earning £260/week could trigger a deduction of around £10/week (£520/year). If you qualify for the exemption, that full amount stays in your CTR award instead.

Severe Mental Impairment — A Separate Discount

Severe Mental Impairment (SMI) is not part of CTR — it is a separate council tax disregard. A person medically certified as severely mentally impaired who also receives or is entitled to a qualifying benefit can be disregarded for council tax purposes. If the qualifying SMI person is the only other adult in the household, the remaining liable person qualifies for a 25% single person discount on top of any CTR.

If every occupant meets the medical and qualifying-benefit conditions for the SMI disregard, the property can be fully exempt from council tax.

SMI is claimed separately from CTR. Bradford Council's Disregards team can provide the application form on 01274 437715.

Applying with a Disability

Apply through the standard CTR online portal or call 01274 432772 if you need assisted access. Include your latest PIP, DLA, or ESA award letter with your application — the council needs to see the specific components and rates to apply the correct premiums and disregards.

If a health condition or mental health crisis prevented you from applying earlier, you can request a backdate of up to one month with medical evidence supporting continuous "good cause."
