Council Tax Reduction and Disability Benefits — How AA, PIP and DLA Boost Your Award

Disability Benefits Help Your Council Tax Reduction Three Ways

Receiving a disability benefit — Attendance Allowance, PIP, or DLA — doesn't just put extra money in your pocket. Depending on your circumstances, it can affect your council tax reduction in three ways.

First: the benefit itself is ignored as income. Attendance Allowance, PIP (both components), DLA (all rates), Armed Forces Independence Payment, and Pension Age Disability Payment are fully disregarded. The council doesn't add them to your weekly income when running the means test. A pensioner receiving £114.60 per week in Attendance Allowance (higher rate, 2026/27) has exactly the same assessed income as one who doesn't — the payment is invisible to the calculation.

Second: disability premiums increase your applicable amount. The applicable amount is the threshold your income is measured against. If your income is at or below it, you get full council tax reduction. Disability premiums push that threshold higher, making it easier to stay below.

Third: non-dependant deductions are cancelled. If you receive Attendance Allowance, PIP daily living component, DLA care component (middle or highest rate), Armed Forces Independence Payment, or Pension Age Disability Payment, no non-dependant deductions are made — regardless of how much any adult living with you earns.

Which Premiums Apply and How Much They Add

The premiums are added to your personal allowance when calculating your applicable amount:

Severe Disability Premium — £86.05 per week (single rate, 2026/27) For a single applicant, you qualify if you receive Attendance Allowance, PIP daily living component (either rate), DLA care component (middle or highest rate), Armed Forces Independence Payment, or Pension Age Disability Payment, no one receives Carer's Allowance for looking after you, and no non-dependant aged 18 or over lives with you. For a couple, both partners must receive a qualifying disability benefit and no non-dependant aged 18 or over may live with you. The £86.05 single rate applies when someone receives Carer's Allowance for one partner; the double rate of £172.10 applies when no one receives Carer's Allowance for either partner.

Enhanced Disability Premium — £33.99 per week This premium applies for a qualifying child or young person in the household who receives PIP enhanced daily living component or DLA care component at the highest rate; it is not added for an adult claimant.

Carer Premium — £48.15 per week You or your partner qualify if either of you receives Carer's Allowance or Carer Support Payment. Carer's Allowance is counted as income (£86.45 per week in 2026/27); the £48.15 premium raises your applicable amount but does not fully offset that income.

A Worked Example

Margaret, 72, lives alone. She receives:

  • State Pension: £221.20 per week
  • Attendance Allowance (higher rate): £114.60 per week in 2026/27 (disregarded)

Her applicable amount:

  • Personal allowance: £256.00
  • Severe disability premium: £86.05
  • Total applicable amount: £342.05

Her assessed income: £221.20 (only the State Pension counts)

Income is below the applicable amount, so Margaret receives the maximum council tax reduction. If her Band D council tax is £2,150 per year with a 25% single person discount, her net weekly liability is about £30.98 — and she pays none of it.

Without knowing about the severe disability premium, Margaret might have assumed her State Pension put her above the threshold. The premium created £120.85 of headroom between her income and the applicable amount.

The Non-Dependant Exemption in Practice

This is the advantage families miss most often. If Margaret's adult son moves in and earns £700 per week, the council would normally apply a £15.95 weekly non-dependant deduction. But because Margaret receives Attendance Allowance, the deduction is zero. Her council tax reduction is unaffected by her son's presence or income.

The exemption applies whenever the pensioner (or their partner) receives any of: Attendance Allowance, PIP daily living component, DLA care component (middle or highest rate), Armed Forces Independence Payment, Pension Age Disability Payment, or is registered severely sight-impaired.

Don't Overlook the Disabled Band Reduction Scheme

Separately from council tax reduction, you may qualify for a disabled band reduction if your property has been adapted for a disability — a downstairs bathroom, a room used mainly for medical equipment, extra space for a wheelchair. This reduces your council tax band by one level and stacks with council tax reduction.
