Council Tax Reduction Wales for Disabled People and Carers

Disabled people and carers in Wales get some of the strongest protections in the Council Tax Reduction system. Disability premiums raise your income threshold, disability benefits are fully disregarded as income, and receiving certain benefits exempts your entire household from non-dependant deductions. These provisions interact in ways that many claimants — and some council assessors — miss.

Disability Premiums in the Means Test

The CTR means test uses an "applicable amount" — a weekly income threshold below which you receive the maximum reduction. Disability premiums are added to this threshold, meaning you can earn more before the 20% taper kicks in.

2026/27 working-age premiums:

  • Disability premium (single): £33.99/week
  • Disability premium (couple): £48.15/week
  • Enhanced disability premium (single): £22.00/week
  • Enhanced disability premium (couple): £31.40/week
  • Enhanced disability premium (child): £37.95/week
  • Severe disability premium: £86.05/week (£172.10 if both partners qualify)
  • Disabled child premium: £50.35/week per child

These premiums stack. A single disabled person receiving the disability premium, enhanced disability premium, and severe disability premium has an applicable amount of £101.85 + £33.99 + £22.00 + £86.05 = £243.89/week — compared to £101.85 for a non-disabled single person. That is £142.04/week more income before the taper starts.

The severe disability premium requires that you receive the PIP Daily Living component (or DLA middle/highest rate care), nobody receives Carer's Allowance for looking after you, and no non-dependant lives with you (or the non-dependant provision is exempted).

Disability Benefits Are Not Counted as Income

The following are fully disregarded — the council does not include them in your countable income:

  • Personal Independence Payment (PIP) — both daily living and mobility components
  • Disability Living Allowance (DLA) — all components
  • Attendance Allowance
  • Armed Forces Independence Payment
  • War Disablement Pensions (Wales requires councils to disregard at least £10/week; councils can disregard 100% of War Disablement or War Widows Pensions)

This means receiving PIP or DLA does not reduce your CTR. It simultaneously qualifies you for higher premiums while being invisible to the income calculation.

Non-Dependant Deduction Exemption

If the CTR applicant (or their partner) receives any of these, no non-dependant deduction is made for any adult living in the household:

  • PIP Daily Living component
  • DLA Care component (middle or highest rate)
  • Attendance Allowance
  • Registered blind

This is a household-level protection. If a disabled parent receives PIP Daily Living and their adult child earns £500/week, the council cannot deduct the £20.05/week non-dependant charge. Without PIP, that deduction would apply automatically.

Carer Premium

If you (or your partner) receive Carer's Allowance, a carer premium of £48.15/week is added to your applicable amount. Combined with earnings disregards for carers (£20/week instead of the standard £5), this significantly increases the income you can have before the taper bites.

Carer's Allowance itself is counted as income (unlike PIP/DLA), but the carer premium and disregard more than compensate for most carers.

Mental Health and the Severely Mentally Impaired Exemption

Significant cognitive impairment (also called severe mental impairment) can affect separate council tax discounts or exemptions. Those rules have their own eligibility and evidence requirements; ask your local authority or check its guidance rather than assuming that a CTR award determines the outcome.

The SMI exemption and CTR are separate schemes. If someone in your household may qualify, check the council tax discount or exemption route separately — it may affect the bill independently of CTR.

War Pensions

War Disablement Pensions must be disregarded by at least £10/week under Welsh regulations. Councils can disregard amounts above £10, including 100% of War Disablement or War Widows Pensions; check whether your council's scheme applies this discretion.

Applying with a Disability

If you need assistance with the application:

  • All 22 Welsh councils must provide forms and services in both Welsh and English
  • Large print, Braille, and translation services are available on request
  • Citizens Advice Cymru and Advicelink Cymru offer free casework, including form completion and tribunal representation
  • Councils with in-person hubs (Cardiff, Anglesey, Swansea) offer assisted digital support

The Council Tax Reduction in Wales guide maps out every disability-related premium and disregard, with a checklist to verify that your council has applied them all correctly — and an appeal preparation worksheet if they have not.
