Council Tax Dementia Wales: SMI Exemption, Disabled Band Reduction and Carer Disregard

Three Reliefs That Can Stack

A household in Wales caring for someone with dementia, Alzheimer's, Parkinson's, a severe learning disability, or the effects of a major stroke may qualify for up to three separate council tax reliefs. Each addresses a different aspect of the household's situation, and they can be claimed together.

1. SMI disregard or Class U exemption — removes the person with the condition from the household count, potentially reducing or eliminating the bill entirely.

2. Disabled band reduction — drops the property's council tax charge by one band if the home has been adapted (extra room, extra bathroom, or wheelchair space).

3. Carer disregard — removes an unpaid live-in carer from the household count as well.

Applied in sequence using Wrexham County Borough Council's average Band D charge of £2,308.88 for 2026/27, these three reliefs can take the bill from full price to well under half — or to zero in some household compositions.

SMI Disregard: The Biggest Single Relief

If the person with dementia, Alzheimer's, Parkinson's, stroke damage, or a severe learning disability has a permanent severe impairment of intelligence and social functioning, they can qualify for the SMI disregard under Regulation 10 of W.S.I. 2026/8.

Two things are needed:

  • A GP certificate confirming the impairment is severe and appears permanent
  • Entitlement to a qualifying benefit: Attendance Allowance, PIP daily living, DLA care (middle or highest rate), UC with LCWRA, ESA support component, or several others

A diagnosis alone isn't enough — the GP must specifically certify severe impairment, and the person must be entitled to a qualifying benefit. But once both conditions are met, the person is invisible for council tax purposes.

If they live alone, the property gets a Class U exemption: zero bill. If they live with one other non-disregarded adult, the household gets a 25% discount. If that other adult is also disregarded as a carer or student, the 50% all-disregarded discount may apply; if the other adult is a care leaver, the household may qualify for a Class X exemption instead.

GPs cannot charge for signing the statutory SMI certificate. The certificate should state when the impairment became permanent — not the date the form is signed — because this date controls backdating.

Disabled Band Reduction: For Adapted Homes

If the property has been modified to accommodate the disabled person — an extra room for care equipment, a downstairs wet room, or indoor wheelchair space — the disabled band reduction applies. This drops the charge by one band (Band D pays at Band C rates, for example). Band A properties get a special 5/9ths formula saving roughly 16.7%.

This reduction is applied first, before any discounts. So if you have both a disabled band reduction and a 25% single person discount from the SMI disregard, the 25% comes off an already-reduced base.

The key is that the adaptation must relate to the disabled person's needs, not general home improvements. A spare bedroom converted into a care room qualifies. A loft conversion for extra storage doesn't.

Carer Disregard: Removing the Carer from the Count

If a family member provides at least 35 hours of unpaid care per week to the person with the qualifying condition, and they live in the same property, the carer can be disregarded under Regulation 18 of W.S.I. 2026/8.

The critical restrictions: the carer cannot be the spouse, civil partner, or cohabiting partner of the care recipient. And the care recipient must be entitled to a qualifying disability benefit (AA, PIP daily living, DLA care middle/highest).

An adult child caring for a parent with dementia qualifies. A grandchild caring for a grandparent qualifies. A sibling qualifies. But a husband caring for his wife does not.

What the Three Reliefs Look Like Together

Scenario: An elderly mother with Alzheimer's (SMI-certified, entitled to Attendance Allowance) lives with her adult daughter who cares for her 40+ hours per week. The home has a downstairs wet room installed for the mother. Band D property, using Wrexham County Borough Council's 2026/27 charge of £2,308.88.

  1. Disabled band reduction drops the charge to Band C equivalent: roughly £2,052
  2. Mother is SMI-disregarded, daughter is carer-disregarded — zero counted adults
  3. 50% all-disregarded discount on £2,052 = £1,026/year

That's a saving of £1,283 per year. And if the mother lived alone (daughter visits but doesn't live there), it would be a Class U exemption — zero bill.

Means-tested Council Tax Reduction can still be applied on top of the £1,026 if the household income is low enough.

Backdating All Three

Each relief backdates independently to the date its conditions were first met:

  • SMI disregard: backdates to when the permanent impairment and qualifying-benefit entitlement first overlapped
  • Disabled band reduction: backdates to when the adaptation was completed
  • Carer disregard: backdates to when the carer lived with the recipient, provided at least 35 hours of care per week, and all other conditions were met

There is no time limit on backdating for any of these. If the conditions were met three years ago, claim all three years.
