Council Tax Reduction Wales for Pensioners and Pension Credit

Pensioner households account for nearly 40% of all Council Tax Reduction claims in Wales — over 101,000 active awards. If you or a parent receive a state pension, occupational pension, or Pension Credit, the Welsh scheme has more generous rules than the working-age scheme, and Pension Credit Guarantee Credit holders get the most generous treatment of all.

Pension Credit Guarantee Credit — Automatic Maximum

If you (or your partner) receive Pension Credit Guarantee Credit, your CTR claim is fully passported. The council does not look at your income or savings. There is no capital limit. You receive the maximum reduction — 100% of your eligible council tax liability, minus any non-dependant deductions.

This is the simplest route to a full council tax reduction. If you are already receiving PCGC and paying any council tax, you should apply immediately. The only thing that can reduce your award is a non-dependant deduction for another adult living in your home.

Pension Credit Savings Credit Only

If you receive Savings Credit but not Guarantee Credit, you are not fully passported. The council runs a modified means test using the DWP's savings credit reward calculation alongside your income and capital. The assessment is gentler than the working-age test, but it is not automatic.

Pension-Age Means Test

For pensioners who do not receive a passporting benefit, the calculation follows the standard Welsh formula with pension-age thresholds:

Applicable amounts (2026/27):

  • Single pensioner: £256.00/week
  • Pensioner couple: £383.35/week
  • Severe disability premium: £86.05/week (£172.10 if both partners qualify)
  • Carer premium: £48.15/week

These are substantially higher than the working-age rate for a single person aged 25 or over (£101.85/week), so pensioners can have significantly more income before the 20% taper starts.

Capital rules:

  • Below £10,000: savings ignored entirely
  • £10,000 to £16,000: tariff income of £1/week per £500 (half the working-age tariff rate)
  • Above £16,000: cannot claim (unless on PCGC, where there is no limit)

The higher lower limit (£10,000 vs £6,000) and the slower tariff rate mean that moderate savings are much less damaging to a pensioner's CTR award than to a working-age claimant's.

Attendance Allowance and Disability Benefits

Attendance Allowance, PIP, DLA, and Armed Forces Independence Payment are all fully disregarded as income. Receiving them does not reduce your CTR.

Better still, receiving the care component of DLA (middle or highest rate), PIP Daily Living, or Attendance Allowance exempts you from non-dependant deductions. If you receive any of these, the council cannot make deductions for other adults living in your home — even if your adult child earns a high salary.

The Second Adult Rebate

This is a pension-age benefit that many people miss. If you do not qualify for standard CTR because your own income is too high, but you share your home with a low-income adult (not your partner), you may qualify for Second Adult Rebate instead.

The rebate reduces your council tax by 25%, 15%, or 7.5% depending on the second adult's income. The council automatically compares your standard CTR entitlement with the Second Adult Rebate and awards whichever is higher.

Mixed-Age Couples

If one partner has reached state pension age and the other has not, you are treated as a mixed-age couple. Since May 2019, mixed-age couples making a new benefit claim without an existing Pension Credit Guarantee Credit award are directed into Universal Credit rather than Pension Credit.

For CTR purposes, if either partner receives UC, income-based JSA, income-related ESA, or Income Support, the couple is assessed under working-age rules — even if one partner is well past pension age. The working-age rules have lower applicable amounts and tighter capital limits, so this matters. If neither partner receives one of those benefits, the older partner may meet the pension-age criteria, subject to the scheme's other conditions.

Practical Steps for Pensioners

Many pensioner CTR claims are started by adult children rather than the pensioner themselves. If you are helping a parent:

  1. Check whether they receive Pension Credit Guarantee Credit (on their DWP award letter). If so, their CTR application is straightforward — it will be fully passported.
  2. Gather three months of bank statements, pension payslips, and any benefit award letters.
  3. Contact the council by phone or online to establish the claim date, then submit the form and evidence within one month or any longer period the council allows.

Councils must provide all forms and decision notices in Welsh as well as English, and offer assisted applications for anyone who finds the digital forms difficult.

The Council Tax Reduction in Wales guide covers the full pensioner pathway — including the Savings Credit modified means test, Second Adult Rebate eligibility, and how to challenge a decision that missed a disability premium or non-dependant exemption.
