Council Tax Reduction for Disabled Residents in Liverpool: PIP, DLA and SMI

Disabled residents in Liverpool often qualify for more council tax help than they realise. The Council Tax Reduction scheme itself treats disability benefits favourably, and there are separate statutory discounts on top of that — each with its own application.

PIP and DLA Don't Count as Income

When Liverpool City Council assesses your Council Tax Reduction, Personal Independence Payment (PIP), Disability Living Allowance (DLA), and Attendance Allowance are completely disregarded. They don't count as earned income and they don't push you into a higher income band.

This matters more than it sounds. If you receive PIP at the enhanced rate and work part-time earning £300 net per month, the council only looks at the £300. Your PIP doesn't exist for assessment purposes. You'd be in Band 2 (60% reduction), the same as someone earning £300 with no disability benefits at all.

War Pensions are also disregarded.

Severe Mental Impairment Exemption

The SMI exemption is separate from Council Tax Reduction and works differently. If a person living in the property has been certified by their GP as severely mentally impaired and receives a qualifying benefit (PIP daily living component, DLA middle or higher rate care, Attendance Allowance, or ESA support component), they can be "disregarded" for council tax purposes — treated as though they don't live there.

What this means in practice:

  • If the SMI person lives alone, the property can be 100% exempt from council tax
  • If the SMI person lives with one other adult, the other person qualifies for the 25% Single Person Discount (because the SMI person is disregarded)
  • If two or more non-SMI adults live there, no discount applies from the SMI disregard alone

The SMI exemption applies before Council Tax Reduction is calculated. So if your partner qualifies for SMI and you then get the Single Person Discount, your bill drops by 25% first — and then your Council Tax Reduction percentage is applied to the already-reduced amount.

This is a separate application from CTR. You need a GP certificate and evidence of the qualifying benefit.

Disabled Band Reduction

If your home has been adapted for a disabled resident — an extra bathroom or kitchen, a room for medical equipment, or a wheelchair-accessible space that the property wouldn't otherwise need — you can apply for a Disabled Band Reduction.

This drops your property down one valuation band for billing purposes. A Band C property is charged at Band B rates. Band A properties get a special one-ninth reduction (there's no Band below A to drop to).

Again, this applies before Council Tax Reduction kicks in. The lower band means a lower bill, and then CTR reduces that lower figure further.

Carer Disregard

If someone in your household provides 35 or more hours of care per week to a person (not their partner) who receives a qualifying disability benefit, that carer can be disregarded for council tax purposes. This works the same way as the SMI disregard — if it leaves only one non-disregarded adult, the property gets a 25% Single Person Discount.

Stacking These Together

These discounts and disregards aren't alternatives — they can stack. A household where one resident has SMI and another is a qualifying carer could see both disregards applied, potentially making the property exempt. Even partial stacking (one disregard triggering a 25% discount, then CTR on the remainder) can cut the bill substantially.

The catch is that each requires its own evidence and its own application. Liverpool doesn't automatically apply them, and the council tax department doesn't talk to the benefits department about what you might be eligible for.

Our Liverpool Council Tax Reduction guide maps out every disability-related discount and exemption alongside the main CTR scheme, showing you which ones stack and the evidence needed for each application.
