Documents You Need for Council Tax Reduction in Hillingdon
Why Evidence Matters More Than the Form
Filling in Hillingdon's online CTR application is the straightforward part. Where claims stall — often for weeks — is the evidence. The council won't process your application until it has verified documents covering every income source, every bank account and every household member's status. Missing or rejected evidence pushes back your claim start date and can cost you a month of backdated support.
The Full Evidence Checklist
Identity and National Insurance
You need proof of identity and your National Insurance number for both you and your partner (if applicable). Accepted documents include:
- Official DWP benefit letters showing your NINO
- National Insurance card
- P60 or official payroll records
- Passport (for identity)
Bank Statements
Hillingdon requires two consecutive months of complete, unredacted bank statements for every account you hold — current accounts, savings accounts, ISAs, all of them. This is the document that causes the most rejections.
Key rules:
- Statements must be unredacted — do not black out or obscure any transactions
- They must cover the last two consecutive months
- Online printouts and PDFs from your banking app are accepted
- Send complete statements rather than partial transaction records, so the full two-month period is visible
The council uses these to verify your total capital (the £6,000 limit) and to cross-check declared income against actual deposits.
Earned Income
If you or your partner are employed:
- Monthly pay: two most recent consecutive monthly payslips
- Weekly pay: five consecutive weekly payslips
- Fortnightly pay: three consecutive fortnightly payslips
Payslips must show net pay, tax deductions, National Insurance and any employer pension contributions.
Self-Employment
If you're self-employed, the council needs:
- Audited accounts or trading profit-and-loss statements
- HMRC tax returns (Self Assessment)
- Evidence of business expenses claimed
Universal Credit
Download your full UC statement from your online journal — the version that shows the complete breakdown of every element (Standard Allowance, Housing Costs, Childcare, Carer, Disabled Child, LCWRA). The council needs to see which elements to deduct before assessing your income band. A bank statement showing the total UC deposit is not enough.
Disability Benefits
If you're claiming the Band 2 disability rate, you'll need the official award letter for:
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Employment and Support Allowance — specifically the Support Component
- Or evidence of registration as blind
Household Composition
For dependant children: Child Benefit notice or birth certificates. For non-dependant adults in your home: evidence of their status (student confirmation, or State Pension Credit award if they're exempt from the £12/week deduction).
When and How to Submit
Upload everything digitally alongside your application through the council's NEC portal. If you can't upload all documents at submission, send the rest within one month through the supplementary evidence portal or by email to [email protected]. The council may allow a longer period if it considers that reasonable.
If you cannot provide the remaining evidence within that period, contact the Benefits team to ask whether it can allow more time.

The Photo Quality Trap
If you're using a phone to photograph paper documents, make sure every page is flat, well-lit and fully legible. Blurry photos, cut-off edges or pages where text fades at the margins will be rejected. It's worth spending the extra minute per document to get a clean capture.
