Documents Needed for Enfield Council Tax Reduction: The Complete Evidence List
Why Evidence Matters
Enfield asks for verification evidence through the online portal or other official channels. Provide requested evidence within one month of the council's request.
Getting the documents right first time avoids the most common reason claims stall in the queue.
Identity and National Insurance
For you and your partner (if applicable):
- Passport — valid and unexpired
- UK photocard driving licence
- Birth certificate — if you have neither passport nor licence
- DWP National Insurance allocation letter — or any official document showing your NI number
These documents help Enfield verify your identity and National Insurance details. If you do not have one of the listed documents, ask the council what alternative evidence it accepts.
Proof of Address and Liability
At least one of:
- Signed tenancy agreement — showing the property address and your name as a tenant
- Land Registry title — if you own the property
- Recent utility bill — showing the property address
This proves you live at the property and are legally liable for the Council Tax. If you have recently moved, you may need both the old and new tenancy agreements.

Income Evidence
The required documents depend on how you earn:
Employed: five consecutive weekly payslips, three fortnightly, or two monthly. Each payslip must show gross earnings, Income Tax deductions, National Insurance contributions, and pension contributions. Enfield uses the net figure after statutory deductions.
Universal Credit: the full UC assessment statement PDF — not just the payment summary. The detailed statement shows all elements (housing, childcare, LCWRA), all deductions, and the breakdown of earned vs. unearned income. Download it from your UC online journal.
Self-employed: certified accounts, HMRC Self Assessment return, or Enfield's self-employed trading form showing gross turnover and itemised allowable business expenses. The council calculates your net self-employed income from these.
Other benefits: award letters for ESA, JSA, Income Support, PIP, DLA, Attendance Allowance, Carer's Allowance, or any other DWP benefit. Even disregarded benefits (PIP, DLA) should be declared — they may affect non-dependant deduction exemptions.
Bank Statements and Capital
The last two months of statements for every account you and your partner hold:
- Current accounts
- Savings accounts
- Building society accounts
- ISAs (cash and stocks and shares)
- Investment or trading accounts
- Premium Bond holdings
Each statement should show the full transaction history and closing balance so Enfield can verify your capital and assess the information on your claim.
If you have closed an account in the past two months, provide the closing statement.
Non-Dependant Evidence
For every adult in your household who is not your partner or dependent child:
- Payslips — if they are working, to determine the correct deduction rate
- Benefit award letters — if they receive DWP benefits
- Student status letter — if they are a full-time student (deduction is waived)
If a non-dependant refuses to provide their financial details, contact Enfield to ask what information it can use to assess the applicable deduction rate.
Backdating Evidence (If Applicable)
If you are requesting backdating, you also need evidence supporting your "good cause" for not claiming earlier:
- Hospital discharge letters or GP letters
- Bereavement certificates
- Refuge referral letters
- DWP correspondence showing benefit start dates
The Enfield Council Tax Reduction guide includes a pre-submission evidence checklist you can print and tick off as you gather each document, along with the exact upload requirements for the online portal.
