Dudley Council Tax Reduction Income Limits and Thresholds for 2026

There's No Single Income Cutoff

Dudley doesn't publish a flat "if you earn under £X, you qualify" figure for Council Tax Reduction. Instead, your eligibility depends on a means test that compares your household income against your applicable amount — a statutory living allowance that varies by household composition.

A single person's applicable amount is different from a couple's, which is different from a couple with children, which changes again if someone in the household has a disability premium. The result is that two households earning identical wages can get very different CTR awards.

How the Applicable Amount Works

Your applicable amount is the government's estimate of what your household needs to live on per week. It's built from:

  • A personal allowance based on your age and whether you're single or a couple
  • Child allowances for each dependent child
  • Premiums for disability, severe disability, carer status, or enhanced disability

If your net weekly income falls at or below your applicable amount, you qualify for maximum CTR — which in Dudley means 40% off your council tax bill (the 60% minimum payment still applies). If your income exceeds the applicable amount, the excess is tapered: your CTR award shrinks by a set percentage for every pound above the line.

What Counts as Income

Dudley counts net earnings after income tax, National Insurance, and half of any pension contributions. Self-employed claimants use net profit. Universal Credit elements — the standard allowance, child elements, and limited capability for work elements — are counted as income.

Income that's fully disregarded and won't reduce your award: Disability Living Allowance, Personal Independence Payment, Attendance Allowance, Child Benefit, War Disablement Pensions, and the Universal Credit housing element.

Standard earnings disregards also apply — a small weekly amount of earned income is ignored depending on your household status (single, couple, lone parent, or disabled).

The Capital Rules

Capital works as a blunt eligibility gate:

  • Over £16,000: You're ineligible for CTR entirely
  • £6,001 to £16,000: "Tariff income" of £1 per week is added to your assessable income for every £250 (or part thereof) above £6,000
  • Under £6,000: Capital is ignored

If you have £12,000 in savings, that's £6,000 over the threshold. Divide by 250, round up: that's 24 units, adding £24 per week (£1,248 per year) to your income for CTR purposes, even though you haven't spent a penny of it.

Bank accounts, building society accounts, ISAs, premium bonds, and property equity (excluding your home) all count. Both your capital and your partner's are combined.

The Taper in Practice

Suppose your applicable amount is £95 per week and your net income is £130 per week. The excess is £35. Dudley applies a taper rate (typically 20%) to that excess:

£35 × 20% = £7 per week deducted from your maximum CTR award.

If your maximum award was £8.25 per week (40% of a Band A bill after the single person discount), the taper brings it down to £1.25 per week. Your out-of-pocket cost goes from about £12.37 to £19.37 per week — a significant jump from a relatively modest income increase.

The taper means CTR doesn't have a cliff edge, but it withdraws support quickly. Even part-time earnings above the applicable amount can reduce your award to a few pounds.

How Variable Income Affects You

If you're on Universal Credit with fluctuating earnings — zero-hours contracts, gig work, overtime in some months — your CTR recalculates each assessment period. A month where your employer pays five weekly wages instead of four can push your UC down and trigger a revised CTR award from Dudley.

You'll receive a new council tax instalment schedule each time this happens. The instability is a known frustration, but there's no opt-out. Dudley uses real-time DWP data, and recalculations happen automatically.

The Dudley Council Tax Reduction guide includes an Income Calculation Worksheet to help you estimate where you fall against the applicable amounts and work out your likely award before applying.
