Dudley Council Tax Reduction Eligibility — Who Qualifies in 2026

The Three Baseline Requirements

To qualify for working-age Council Tax Reduction in Dudley, you need to meet three conditions simultaneously:

  1. You're legally liable for council tax on a property in the Dudley borough
  2. That property is your sole or main residence
  3. Your household income and capital fall within the scheme's means-test limits

If you've reached State Pension age, you fall under the national prescribed scheme instead — that's a separate, more generous framework that can cover up to 100% of your bill.

Capital Limits That Disqualify You

Dudley applies a hard capital ceiling. If your combined household savings, investments, and assets exceed £16,000, you're ineligible for standard CTR — full stop.

Between £6,000 and £16,000, your savings generate what's called "tariff income" — an extra £1 per week added to your assessable income for every £250 (or part of £250) above £6,000. So £10,000 in savings adds £16 per week to your income calculation, even if that money is sitting untouched in a savings account.

Below £6,000, your capital doesn't affect your CTR calculation at all.

Who's Excluded Entirely

Some groups can't claim CTR in Dudley regardless of their income:

People subject to immigration control under Section 115 of the Immigration and Asylum Act 1999 — including anyone with No Recourse to Public Funds conditions or those failing the Habitual Residence Test.

Full-time students in student-only households are exempt from council tax altogether under Class N, so CTR doesn't apply. However, if you're a student who is also disabled, a single parent, or living with a non-student partner, you may still qualify.

Mixed-age couples (one partner under State Pension age, one over) get treated under working-age rules since May 2019, unless they had continuous Pension Credit or pension-age CTR entitlement before that date.

Protected Groups Who Get Extra Help

Care leavers under 25 who were looked after by a local authority for at least 13 weeks from age 14 get a 100% council tax reduction in Dudley — effectively paying nothing. This is a specific Dudley corporate parenting policy.

Disabled residents receiving PIP Daily Living or DLA Care (or whose partner receives either) get the standard £5-per-week non-dependant deduction waived entirely. The non-dependant adult living with you won't reduce your CTR award.

What Dudley's Working-Age Scheme Actually Looks Like

Dudley overhauled its scheme on 1 April 2025, and the 2026/27 rules carry the same structure:

  • 60% minimum payment — even at maximum entitlement, you pay at least 60% of your council tax bill
  • Band C cap — if your property is in Band D or higher, your CTR is calculated as though you live in a Band C property
  • £5 flat non-dependant deduction — for every non-dependant adult in your home (unless the disability waiver applies)
  • No second adult rebate — abolished for working-age claimants since April 2025

These rules mean Dudley's scheme is significantly less generous than many neighbouring boroughs. A single person on Universal Credit in a Band A property still pays about £643.45 per year after maximum CTR.

Income That Counts vs. Income That Doesn't

Counted as income: Net earnings (after tax and National Insurance), self-employed profit, the Universal Credit standard allowance, child elements, limited capability for work elements, and private pensions.

Fully disregarded: Disability Living Allowance, Personal Independence Payment, Attendance Allowance, Child Benefit, War Disablement Pensions, and the UC Housing Element.

If your counted income exceeds your "applicable amount" (the statutory living allowance for your household type), the excess gets tapered — reducing your maximum CTR award proportionally.

The Dudley Council Tax Reduction guide walks through the full means-test calculation with worked examples for different household types, so you can estimate your award before you apply.
