How Much Council Tax Reduction Will I Get in Dudley?
The Two Rules That Cap Every Award
Dudley's working-age CTR scheme caps your award with two hard limits that work together. No matter how low your income is, you'll always pay at least 60% of your council tax bill. And if your property sits in Band D or higher, your reduction is calculated as if you live in a Band C property.
Before April 2025, the minimum payment was 23%. The jump to 60% roughly tripled the out-of-pocket cost for Dudley's lowest-income residents overnight.
What the Numbers Look Like by Band
Here's what maximum CTR actually pays in 2026/27, assuming you qualify for the full award with no income taper:
| Band | Annual Council Tax | CTR Calculated On | Maximum CTR (40%) | You Still Pay |
|---|---|---|---|---|
| A | £1,430 | £1,430 | £572 | £858 |
| B | £1,668 | £1,668 | £667 | £1,001 |
| C | £1,907 | £1,907 | £763 | £1,144 |
| D | £2,145 | £1,907 (capped) | £763 | £1,382 |
| E | £2,621 | £1,907 (capped) | £763 | £1,858 |
Notice what happens at Band D and above. Your actual bill stays at the full Band D or E rate, but your CTR award is frozen at the Band C level. The gap between the cap and your real bill comes entirely out of your pocket.
How the Means Test Reduces Your Award Further
Maximum CTR is the ceiling — most people get less. Dudley runs a standard means test that compares your weekly income against your "applicable amount" (a statutory figure representing your household's basic needs based on composition — single, couple, children, disability).
If your income exceeds your applicable amount, the excess is tapered. For every pound above the threshold, your CTR award drops by a set percentage. The taper means even a small increase in earnings can noticeably shrink your reduction.

Non-Dependant Deductions Eat Into Your Award
If another adult lives with you — an adult child, a relative, a friend — Dudley applies a flat £5 per week deduction for each non-dependant, regardless of what they earn. That's £260 per year per person, subtracted from your CTR before it reaches your account.
Two non-dependant adults cost you £520 per year in lost CTR. Three cost £780.
The one exception: if you or your partner receives PIP Daily Living Component or DLA Care Component, all non-dependant deductions are waived completely. This is significant — it can mean hundreds of pounds more in CTR each year.
Worked Example: Single UC Claimant in Band A
A single person on Universal Credit with no other income, living alone in a Band A property:
- Council tax: £1,430 per year (£27.50/week)
- Single Person Discount (25%): reduces to £1,073 (£20.63/week)
- Maximum CTR (40% of £1,073): £429 per year
- Annual bill after CTR: £644
That's roughly £54 per month on top of everything else, even at maximum support.
Worked Example: Couple With Children in Band D
A couple with two children, one partner earning part-time, living in a Band D property:
- Council tax: £2,145 per year (£41.25/week)
- Band C cap applies: CTR calculated on £1,907
- Maximum CTR (40% of £1,907): £763
- But the taper reduces this by, say, £200 for part-time earnings above the applicable amount
- Actual CTR: roughly £563
- Annual bill after CTR: £1,582 — around £132 per month
The full Band D bill minus the Band C–capped award means this family pays significantly more than they would in a borough without the cap.
When the 60% Floor Becomes Unmanageable
If you genuinely cannot meet the 60% minimum, Dudley operates a discretionary hardship fund under Section 13A. It has a £300,000 annual budget and a strict capital limit of £3,000 (far lower than the standard £16,000 CTR ceiling). It won't erase your bill, but it can reduce the portion that CTR leaves uncovered.
