How to Apply for Council Tax Reduction in Dudley
The Application Form You Actually Need
Dudley Metropolitan Borough Council uses a combined form for Housing Benefit and Council Tax Reduction. You'll find it on the MyDudley portal at my.dudley.gov.uk under "Apply for Housing Benefit and/or Council Tax Reduction." Even if you don't need Housing Benefit, this is the combined form to use for an online CTR claim.
The form asks for your household income, savings, who lives with you, and what benefits you receive. If you're on Universal Credit, have your latest UC statement open — you'll need the full breakdown showing each element (standard allowance, housing, childcare, limited capability for work).
Three Ways to Submit Your Claim
Online (fastest): Log into my.dudley.gov.uk, complete the combined form, and upload your evidence during the same session. You'll get a transaction reference number — screenshot it.
By phone: Call Dudley Benefits Services on 0300 555 8100 (Monday to Friday, 8:30am to 5:00pm). An advisor enters your answers directly into the claims system. You'll still need to send evidence separately.
In person: Visit Dudley Council House on Stone Street in Dudley town centre. Public access terminals are available if you need help with the online form.
Evidence You Must Send Within One Calendar Month
Dudley gives you one calendar month from the date you submit the form to provide all supporting evidence. Miss this window and your claim stalls.
You'll need:
- Two forms of ID for you (and your partner, if applicable) — passport, driving licence, or birth certificate plus a utility bill
- Two months of consecutive bank statements for every account you and your partner hold
- Income proof — your two most recent monthly payslips, five consecutive weekly payslips, or your full Universal Credit statement
- Child Benefit letter if you have dependent children
- Proof of any non-dependant adult's income if someone else lives with you
Dudley accepts clear smartphone photos of documents. Email them to [email protected] or upload them through the portal. Make sure all four corners of the document are visible and the text is legible.

When Your Claim Starts
Your entitlement normally begins on the Monday after Dudley receives your application. If you're moving into a new property and apply in the same benefit week (Monday to Sunday) that your council tax liability begins, the start date can align with your move-in date.
If you apply for CTR within one month of starting a Universal Credit claim, Dudley can align your CTR start date with your UC claim date. This is critical — apply late and you lose those early weeks permanently.
What Happens After You Apply
Dudley's Benefits team processes your claim, verifies income against DWP records, and credits the reduction directly to your council tax account. You won't receive cash — the reduction appears as a lower balance on a revised council tax bill.
The revised bill recalculates your remaining monthly instalments. If you've already overpaid relative to the new amount, you can request a refund through the MyDudley portal.
Keep paying your current instalments while you wait. Submitting a CTR application doesn't pause your legal obligation to pay council tax, and falling behind triggers enforcement action.
Common Application Mistakes to Avoid
Assuming Universal Credit covers council tax. It doesn't. UC and CTR are completely separate systems — Dudley won't process a CTR claim just because the DWP told them you're on UC. You must apply directly.
Sending photocopies instead of originals or photos. Dudley requires original documents or clear digital images. Standard photocopies get rejected.
Waiting to gather all evidence before applying. Submit the form first to secure your start date, then send evidence within the one-month window. The claim date locks in your entitlement period even if evidence comes later.
