How to Apply for Council Tax Reduction in County Durham
Where to Start Your Application
Durham County Council runs its own working-age Council Tax Reduction scheme, separate from the national pension-age rules. You apply directly through the council — not through the DWP or Universal Credit.
The main route is the online portal at durhamcounty.teamnetsol.com. You can also call Durham County Council Customer Services on 03000 26 0000 to request a paper form, or book a face-to-face appointment at a local Customer Access Point.
Before you start, gather your documents. The council needs proof of identity, your current Council Tax bill, and income and savings evidence. Missing documents are the single biggest reason claims stall.
What Evidence You Need to Submit
The council asks for documents covering these areas:
- Identity and residency — passport, photocard driving licence, utility bills, or tenancy agreement
- Income — five consecutive weekly payslips, two consecutive monthly payslips, or a P60
- Self-employment — profit and loss accounts, HMRC tax returns, or the council's self-employment declaration form
- Savings and capital — bank statements covering the most recent two full months for every account you hold
- Disability or terminal illness — PIP or DLA award letters, or an SR1 medical form
You have one calendar month from the date the council requests your evidence to get it submitted. If evidence is supplied late without good cause, the official claim date shifts to the date the complete evidence is received.
How the Application Date Works
Your CTR award normally starts on the Monday after the council receives your completed application. But two timing rules can work in your favour:
- New Council Tax liability — if you've just moved in and apply within one month of becoming liable, your award backdates to the day liability began.
- Universal Credit alignment — if you submit your Durham CTR application within one month of telling the DWP you intend to claim Universal Credit, the council treats your CTR start date as the first day of your UC assessment period.
Both rules only apply if you act within that one-month window. Delay beyond it and you lose the backdating.

After You Submit
The council reviews your application against the five income bands in the 2026/27 scheme. If you meet the other eligibility rules, including the £10,000 capital limit, an assessed net weekly income below £275.01 falls within a discount band from 25% to 90%. The council credits the discount directly to your account and sends a revised demand notice showing the reduced balance.
If the council needs more information, it will write to you. Provide the requested evidence within one calendar month; late evidence without good cause shifts the official claim date to when the complete evidence is received.
For households on the lowest incomes — particularly those receiving only DWP benefits, which are fully disregarded under Durham's scheme — the discount can reach 90%, leaving a minimum contribution of just 10% of the annual bill.
