Documents Needed for Council Tax Reduction in Dudley
The One-Month Evidence Window
When you submit a Council Tax Reduction application in Dudley, the clock starts. You have one calendar month from the date of your application to provide all supporting evidence. Miss this deadline and your claim stalls — Dudley won't process an incomplete application, and the resulting delay can cost you weeks of entitlement that aren't usually backdated.
Submit the application form first to lock in your claim date. Then gather and send your evidence within the window.
Identity and Address
Dudley requires two forms of identification for you and, if applicable, your partner:
- Passport
- Photocard driving licence
- Birth certificate
- Plus a recent utility bill or bank statement showing your current address
You need at least two documents. A passport and a utility bill work. A driving licence and a birth certificate work. A single document alone doesn't satisfy the requirement.
Bank and Savings Statements
This is where most applications get held up. Dudley requires two consecutive months of statements for every bank, building society, and Post Office account held by you and your partner. Not just your main current account — every account, including savings accounts, ISAs, and any joint accounts.
The statements must show:
- The account holder's name
- Full transaction history for the two-month period
- Opening and closing balances
If you bank online, download PDF statements. Dudley accepts clear digital images — smartphone photos are fine — but all four corners of each page must be visible and all text legible. Standard photocopies are not accepted; they want originals or clear digital images.

Income Proof
What you need depends on your employment status:
Employed: Your two most recent monthly payslips, or five consecutive weekly payslips. These must show your name, employer name, gross and net pay, tax and National Insurance deductions.
Self-employed: Your most recent self-assessment tax return, or records of your trading income and business expenses for the current period.
On Universal Credit: Your full UC statement showing the breakdown of all elements — standard allowance, housing element, child elements, limited capability for work, and any earnings deductions. The summary page isn't enough; Dudley needs the full element-by-element breakdown because different elements are treated differently in the CTR means test.
On other benefits: Award notification letters for any benefits you receive — PIP, DLA, Attendance Allowance, Carer's Allowance, ESA, or JSA.
Household Evidence
Dependent children: Your Child Benefit letter or award notification for each child.
Non-dependant adults: Income proof for any adult (18+) living in your home who isn't your partner. Although Dudley applies a flat £5/week deduction regardless of a non-dependant's income, they still need to verify who lives with you.
Disability benefits: If you or your partner receives PIP Daily Living Component or DLA Care Component, include the award letter. This triggers the non-dependant deduction waiver — without proof, the deduction gets applied.
How to Submit Your Evidence
Three options:
- Upload during the online application via the MyDudley portal at my.dudley.gov.uk
- Email to [email protected] — reference your claim or council tax account number in the subject line
- In person at Dudley Council House on Stone Street, Dudley town centre
For smartphone photos: photograph each page individually, in good light, with all edges visible. Blurry or cropped images get rejected, adding unnecessary delays.
Common Evidence Mistakes
Sending a UC summary instead of the full breakdown. Dudley needs to see each element separately because the housing element is disregarded while the standard allowance counts as income.
Missing one account. If you have a savings account you rarely use, its statements still need to go in. Capital assessment covers all accounts, and an omission can delay or derail your claim.
Sending photocopies. Dudley explicitly requires originals or digital images. A scanned photocopy may get returned.
Sending evidence without the application. Evidence alone doesn't constitute a claim. The application form must be submitted first — evidence supports an existing claim, it doesn't create one.
The Dudley Council Tax Reduction guide includes an Evidence Assembly Checklist organised by employment type so you can confirm you have everything before submitting.
