Dudley Council Tax Disabled Band Reduction — How to Apply and What You Get

If you or someone in your household has a disability that requires an extra room, extra bathroom, or adapted living space, you could be paying more council tax than you need to. The Disabled Band Reduction Scheme drops your property down one valuation band for council tax purposes — so a Band D home gets charged at the Band C rate, and a Band A property gets charged at a rate below Band A.

This is a separate scheme from Council Tax Reduction (which is means-tested). You can claim both at the same time, and the disabled band reduction is applied first — which means your CTR calculation starts from a lower base liability.

Who Qualifies for Disabled Band Reduction in Dudley

The scheme applies when a disabled person lives in the property as their main home and the property has at least one of these features:

  • An extra room used mainly by the disabled person and essential to their needs — not a bedroom, but a room needed because of the disability (for example, a room for dialysis equipment or a ground-floor sleeping room for someone who cannot manage stairs)
  • An extra bathroom or kitchen required because of the disability
  • Sufficient floor space needed for a wheelchair that is used indoors

The disabled person does not have to be the council tax payer. It could be your partner, child, or another household member. There is no means test — your income, savings, and other benefits are irrelevant to this discount.

How Much You Save

The reduction works by dropping your liability to the band below yours:

Your Property Band You Pay the Rate For
Band A Band A reduced (roughly 5/9 of a Band D charge)
Band B Band A
Band C Band B
Band D Band C
Band E Band D
Band F Band E
Band G Band F
Band H Band G

For 2026/27 in Dudley, Band D is £2,144.84 per year. If the disabled band reduction drops you to Band C, you would pay £1,906.53 instead — a saving of £238.31 annually. For Band A properties, a special reduced rate applies that takes the charge below the normal Band A level.

How to Apply in Dudley

Contact Dudley Council through the MyDudley portal at my.dudley.gov.uk or by calling Dudley Council Plus on 0300 555 2345. You will need:

  • Details of the disabled person and their condition
  • A description of the room, bathroom, or wheelchair space that qualifies the property
  • Proof of the adaptation or the need for extra space (a letter from a GP, occupational therapist, or the council's own adaptations team is usually sufficient)

The council may arrange an inspection to confirm the property meets the criteria. When you apply, include when the qualifying feature was in place and ask Dudley to confirm the effective date of any reduction; do not assume a refund without a decision.

Combining Disabled Band Reduction with Council Tax Reduction

In Dudley, working-age Council Tax Reduction is capped at Band C and covers a maximum of 40% of your liability (leaving a 60% minimum payment). If your property is Band D or higher, the disabled band reduction is applied first, and then CTR is calculated on the reduced band.

For a Band D or higher property, Dudley's working-age CTR still uses the Band C ceiling after any disabled band reduction. The disabled band reduction lowers the council tax charge itself, but it does not lift the CTR cap or increase the CTR calculation above Band C.

If you are on a low income and have qualifying adaptations, applying for both reliefs is worth doing. The Dudley Council Tax Reduction guide walks through the full CTR claim process, including how the band cap interacts with the disabled band reduction.

The Disabled Band Reduction Is Not Means-Tested

This is a straightforward factual point that trips people up: unlike Council Tax Reduction, the disabled band reduction has nothing to do with your income or savings. High earners with adapted properties qualify. The only test is whether the property has the required extra room, bathroom, or wheelchair space because of a disability.

You do not lose the reduction if your income changes, if you start working, or if your savings increase. It stays in place for as long as the qualifying conditions are met.
