Council Tax Reduction in Dudley If You Are Self-Employed
Self-employed residents in Dudley can claim Council Tax Reduction, but the income assessment works differently from employed applicants. The council calculates your weekly income from net self-employed profit, and getting those figures wrong — or failing to report changes — is the most common reason self-employed claims stall.
How Dudley Assesses Self-Employed Income
For CTR purposes, Dudley Council includes net self-employed profit in its income assessment. A profit log, recent tax return (SA302), or business accounts can help show your figures; ask Dudley which records it needs for your claim.
Keep records of business costs such as:
- Materials, stock, and equipment used for the business
- Vehicle costs directly attributable to business use
- Rent, rates, and insurance on business premises
- Phone, internet, and postage used for business
- Professional fees, subscriptions, and training
The council assesses self-employed net profit against the applicable amount for your household. It decides which costs can be deducted under the scheme, so do not assume every expense allowed for tax purposes will also be allowed for CTR.
If you are also on Universal Credit as a self-employed person, the DWP may apply the Minimum Income Floor to your UC assessment. Dudley assesses CTR under its own scheme: its income calculation includes self-employed net profit and specified Universal Credit elements, while the UC Housing Element and childcare-cost element are disregarded. Do not assume the UC Minimum Income Floor itself is used as the CTR figure.
Zero-Hours and Variable-Income Workers
If you work variable hours — zero-hours contracts, gig economy, seasonal work — keep current records of your income. Dudley may ask for:
- Your two most recent monthly payslips, or five consecutive weekly payslips if you are paid weekly
When your income fluctuates, report changes promptly. For UC claimants, changes in monthly earnings can alter the income assessed for CTR and lead to a recalculation and revised bill.
The 21-day reporting rule applies here too: if your earnings change, you must tell Dudley Council within 21 days. Failure to report can trigger a £70 penalty and overpayment recovery.
What Evidence You Need
For a self-employed CTR claim in Dudley, gather these before you apply:
- A profit log, recent tax return or business accounts — use these to show how you worked out your net profit; Dudley may request other evidence
- Bank statements — Dudley requires statements covering the last two consecutive months for accounts held by you and your partner
- Universal Credit statements if applicable, showing the full assessment period breakdown
Upload evidence through the MyDudley portal at my.dudley.gov.uk or email to [email protected]. Clear smartphone photos are accepted, but make sure all text and figures are legible.

How Much You Could Receive
The maximum CTR award in Dudley for working-age residents is 40% of your council tax liability, capped at the Band C rate. If your net self-employed income is below the applicable amount, you receive the full 40%. Income above the threshold reduces the award through the taper.
If your self-employment income is genuinely zero (a new business that has not yet turned a profit, or a seasonal business in its off period), you may qualify for the maximum 40% CTR award if you meet the other scheme rules. Keep records showing how you arrived at the figure and provide any evidence Dudley requests.
