Documents Needed for Lewisham Council Tax Reduction
Why Getting Evidence Right Matters
Missing documents are the primary reason Lewisham council tax reduction claims stall. The council's target is 10 working days for a complete application, but an incomplete one triggers a manual evidence request letter, then a one-month deadline to respond, then a suspension if you miss it. What should take two weeks drags into two months, and council tax billing carries on the entire time.
Gathering everything before you start the online form saves you from that cycle.
Identity and Residence
The council needs to confirm who you are and that you live at the property:
- Photo ID: valid passport, UK photocard driving licence, or birth certificate
- National Insurance number: your NI card, an NI letter from HMRC, or a recent payslip showing it
- Proof of address: signed tenancy agreement, lease, or mortgage statement, plus a utility bill issued within the last three months
If your partner is included on the claim, they need the same identity documents.
Income Evidence
What you need depends on your income source:
Employed: five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips. The council uses these to calculate your average net weekly earnings, so partial or non-consecutive slips won't work.
Self-employed: your latest SA302 tax calculation from HMRC, plus business accounts showing income and expenses. If you've been self-employed for less than a year, the council may ask for whatever trading records you have.
Universal Credit: the full electronic UC breakdown statement showing every element — standard allowance, housing, childcare, disability, carer, and earned income. The one-line payment summary from your UC journal is not enough. Download the detailed breakdown from your UC account.
Other benefits: DWP award letters for ESA, JSA, PIP, DLA, Carer's Allowance, or Pension Credit.

Savings and Capital
Three consecutive months of bank statements for every account you hold. That includes:
- Current accounts
- Savings accounts
- Joint accounts (even if the other holder isn't on your claim)
- Zero-balance accounts
- ISAs, premium bonds, and investment accounts
The council is checking that your total capital stays below £16,000. Omitting an account — even one with nothing in it — raises a red flag and delays processing.
Household Composition
If other adults live with you, the council applies non-dependant deductions to your award. You'll need evidence of their status:
- Full-time students: certificate of enrolment showing at least 21 hours of study per week and course duration of one year or more
- Working non-dependants: wage slips showing their gross weekly income (this determines the deduction rate)
- Non-dependants on benefits: proof of Income Support, JSA, or ESA entitlement
If a non-dependant has moved out, a forwarding address or updated tenancy agreement proves it.
How to Upload
Lewisham uses a separate document upload portal, not the main application form. After submitting your application, use the "Upload additional evidence" link on the council's website. Upload clear, legible scans or photos — each document should show the full page, including names, dates, and account numbers.
Save the portal's confirmation receipt. If the council later claims they didn't receive something, that receipt is your proof of submission.
