Southwark Council Tax Reduction Documents Needed: Evidence Checklist

Why Getting Your Evidence Right Matters

Southwark Council processes CTR applications by matching your submitted documents against a strict verification framework. Missing a bank account or submitting only one month's statements instead of two can delay your claim, and you may continue to receive bills at the unreduced amount while evidence is outstanding.

Getting the evidence package right before you submit is the single most impactful thing you can do to speed up processing.

Here's what Southwark requires, broken into categories:

Identity and civil status — a valid UK or international passport, photocard driving licence, UK birth certificate, national identity card, or official biometric document. You need one primary ID document.

Proof of residence and liability — your signed current tenancy agreement or tenancy schedule. Alternatives: your latest annual rent statement or a Land Registry title deed if you own the property.

Universal Credit award — a full digital PDF of your UC assessment period breakdown statement. This isn't the summary page — it's the detailed breakdown showing each element of your award. An official DWP entitlement notification letter also works.

Earned income (employed) — five consecutive weekly pay slips or two consecutive monthly pay slips. If you don't have slips, a formal employer certificate or certified wage statement can substitute.

Self-employed income — your latest audited accounts or certified profit and loss statement. Alternatively, your official HMRC Self Assessment tax return (SA302 overview).

Other benefits — official DWP award notification letters for PIP, DLA, ESA, Carer's Allowance, or any other benefits in payment. Bank statements showing direct benefit deposits can serve as alternatives.

Capital and savings — this is where most applications stumble. Southwark requires two full consecutive months of statements for every active bank account, building society account, and ISA you and your partner hold. That includes current accounts, savings accounts, joint accounts, and even dormant accounts that still hold funds. Investment certificates and building society passbooks are accepted alternatives.

The Bank Statement Rule That Catches People Out

The two-month, all-accounts rule is strict. "All accounts" means exactly that — if you have a savings account you rarely use, a joint account with a relative, or an old ISA with £200 sitting in it, those all need two months of statements.

Redacting or omitting transactions won't fly. Southwark needs unredacted statements showing every transaction so their assessors can verify there are no hidden income sources or capital movements. If the council suspects an account exists that you haven't declared, they'll ask for it, and your claim stalls until they receive it.

Digital PDF statements downloaded from your banking app are fine — they don't have to be posted paper statements. Make sure they cover the full two-month period requested and include the account holder's name and account details.

Non-Dependant Income Evidence

If other adults live in your home (grown children, relatives, lodgers who aren't your partner), Southwark needs proof of their gross weekly income too. Non-dependant deductions are applied based on what they earn, ranging from £3.74 to £11.36 per week in 2026/27. You'll need their pay slips or a declaration of their income.

If the non-dependant receives a passported benefit (Income Support, income-based JSA, income-related ESA, UC with zero earned income, or Pension Credit), the deduction is nil — but you still need proof of that benefit.

What Happens When Evidence Is Missing

Southwark may ask you to supply missing documents by a stated deadline. If the claim cannot be decided while evidence is missing, the unreduced bill may remain on your account in the meantime.

Once you supply the missing evidence, the council can continue assessing the claim. If approved, its effective start date is still the Monday after your original application — you don't lose that — but the delay in processing means you might receive a higher bill in the interim.

Preparing Your Evidence Package

Before you start the online form, gather everything into one folder — physical or digital. Check each document against the categories above. Make sure bank statements cover two full months and include every account. Upload clear, legible scans or photos (no cropped edges, no blurry text).

The Southwark Council Tax Reduction guide includes a pre-audit evidence checklist that walks through each document category with specific formatting tips for Southwark's upload system.
