Tower Hamlets Council Tax Reduction Documents Needed: Evidence Checklist

Missing documents can delay or put a Council Tax Reduction claim at risk. Tower Hamlets' official pages list common evidence, but do not provide a single printable checklist to work through before opening the application. Here are the document categories to prepare.

Identity and Address

The council may ask for documents to verify your identity and address, such as a National Insurance card, passport, photocard driving licence, or utility bill. Have your National Insurance number ready; the council may cross-reference details with DWP records electronically.

Bank Statements

Two consecutive months of statements for every bank, building society, and savings account you and your partner hold. This is the one that trips people up most. Every account means every account — current accounts, savings accounts, ISAs, joint accounts, online-only accounts, and even dormant ones with small balances.

The council uses bank statements to verify your income and capital, including whether your combined capital exceeds the £6,000 limit. PDF downloads from your banking app are accepted.

Income Evidence

Employed: five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips. The council also pulls Real-Time Information from HMRC, but physical payslips speed things up.

Self-employed: your most recent tax return or audited accounts, plus a completed Tower Hamlets self-employed earnings form. If you have traded for over 12 months, be aware that the Minimum Earnings Floor applies — the council may assess your income as 35 hours at National Minimum Wage regardless of what you actually earn.

Universal Credit: a full digital UC breakdown statement from your online journal, showing every element and deduction. A simple award summary is not enough — the council needs to see the component breakdown.

Non-Dependant Evidence

If other adults live in your home who are not your partner, joint tenant, or lodger, the council may need their income details. A non-dependant's gross weekly income determines the deduction from your award — and if no exemption applies and they earn £370.50 or more per week, your claim is refused entirely.

You may be asked for their payslips or benefit letters. If their income remains unverified, the claim may be suspended or cancelled while the council checks it.

Council Tax Account Number

Found on your annual demand notice or in your Tower Hamlets online account. The Benefits Service uses this to link your CTR claim to the correct liability account.

What Happens If Evidence Is Missing

The council sends an information request with a deadline — typically one month from the notice date. If you do not provide requested evidence, your claim may be suspended or cancelled, so respond by the stated date or contact the Benefits Service promptly.

The Tower Hamlets Council Tax Reduction Guide includes a printable evidence verification checklist you can work through before opening the online form.
