How to Apply for Council Tax Reduction in Tower Hamlets
Applying for Council Tax Reduction in Tower Hamlets happens online through the council's benefits portal — there is no paper form to download. The process takes about 20 minutes if you have your documents ready, and the council aims to decide within 14 days of receiving everything they need.
Before You Start the Application
Gather these documents first. Missing evidence is the main reason claims stall:
- Proof of identity: passport, photocard driving licence, or National Insurance card
- Two months of bank statements for every account you and your partner hold
- Income evidence: five weekly payslips, three fortnightly, or two monthly (employed); or tax returns and the Tower Hamlets self-employed form (self-employed)
- Universal Credit breakdown statement showing all elements and deductions (if on UC)
- Council tax account number from your annual bill or online account
- Non-dependant income proof: payslips or benefit letters for any other adults living in your home
Save documents as PDFs for upload, and follow the portal's instructions if the council asks for a paper copy.
The Application Steps
Step 1: Log in to the Tower Hamlets online benefits portal. If you do not have an account, create one using your council tax reference number.
Step 2: Select the Council Tax Reduction application. If you also need Housing Benefit (still available for some accommodation types), the portal offers a combined form.
Step 3: Work through each section — household details, income and employment, capital and savings, other adults in the home. Answer every question, even if you think it doesn't apply.
Step 4: Upload your supporting evidence. The portal lets you attach documents to each section.
Step 5: Submit. Note the confirmation reference and exact timestamp — these protect your claim date.
Step 6: If the council posts you a signature sheet (required in some cases), sign and return it within seven days. Delay here pushes back your start date.
What Happens After You Submit
The Benefits Service reviews your evidence against the means test. If anything is missing, they send an information request — the standard response period is one month from the notice date. If requested evidence remains unverified, the claim may be suspended or cancelled.
Once processed, you receive a decision notice showing your weekly award amount. The award appears as a credit on your council tax account, reducing your remaining instalments for the year.
If you disagree with the decision, you have one month to request a written Statement of Reasons and start the appeal process.

Claiming via Universal Credit
If you tell the DWP you want Council Tax Reduction when applying for Universal Credit, Tower Hamlets treats your UC claim date as your CTR claim date — but only if you complete the council's own online form within one calendar month of the UC award. The DWP data feed alone does not count as a completed application.
