How Long Does Council Tax Reduction Take in Tower Hamlets?
You've submitted your Council Tax Reduction application to Tower Hamlets and now you're watching your council tax direct debit wondering if anything is actually happening. Here's what the processing timeline looks like and what you can do if it's taking too long.
The Target: 14 Days
Tower Hamlets aims to issue a decision notice within 14 days of receiving all requested evidence. That's the key qualifier — 14 days from when your evidence file is complete, not from when you first submitted the application.
If you uploaded everything with your initial online form and the council doesn't need anything else, you could have a decision within two to three weeks. In practice, most claims take longer because of evidence gaps.
What Causes Delays
The most common delay is incomplete evidence. Tower Hamlets will write to you requesting specific documents — bank statements, payslips, proof of identity, non-dependant income details — and the 14-day clock doesn't start until those arrive.
Other causes of delay:
- Self-employed income verification — the council's self-employed income form and accounts review takes longer than standard wage-slip checks
- DWP data feeds — if you've recently started Universal Credit, the electronic notification from the DWP to Tower Hamlets can take several days to arrive, and the council may wait for it before processing
- Peak periods — April/May, when annual council tax bills go out, can be busy for the Benefits Service
- Change of circumstances reviews — if your claim is a reassessment rather than a new application, the council may need to recalculate from a specific date, which involves checking historical records
When Does Your Award Start?
Once approved, your CTR start date depends on how you applied:
- Standard application: your award begins on the first Monday after the council receives your claim
- Universal Credit link: if you indicated you wanted CTR when claiming UC, and then completed the Tower Hamlets form within one month of your UC award, the start date is backdated to your UC claim date
- Backdated claim: working-age applicants can request up to one month of backdating if they can prove "good cause" for the delay in applying
The start date is separate from when the council actually processes the claim. If processing takes four weeks but your start date is backdated to day one, your council tax account is adjusted retrospectively. Any overpaid instalments during the processing period are credited to your account.

What Happens While You Wait
Your council tax bill doesn't pause while the application is processed. Instalments continue as normal. If you're struggling to pay while waiting for a decision:
- Request 12-month instalments instead of the default 10 — this immediately lowers your monthly amount
- Contact Council Tax Billing to explain that an application is pending and ask about a payment proposal. A pending claim does not itself pause your billed instalments or recovery action.
- Don't just stop paying — missed payments trigger the enforcement timeline (reminders, final notices, court summons) regardless of whether a CTR application is in progress
Chasing a Delayed Decision
If you've submitted all requested evidence and haven't heard back within 14 days:
- Call Tower Hamlets Benefits Service on 020 7364 5001 and ask for a status update
- Have your council tax account number and claim submission reference ready
- Ask specifically what, if anything, is still outstanding
If the delay is due to a missing document you've already provided, resend it with a cover note referencing your original submission date. Upload it through the online portal if possible — this creates a timestamped record.
