How Long Does Council Tax Reduction Take to Process?
Typical Processing Times
The Council Tax Reduction rules require the council to decide a claim within 14 days after the claim and evidence requirements are satisfied, or as soon as reasonably practicable after that. The time you actually wait depends on the council's workload and whether it needs more evidence. Some councils publish local processing estimates; others do not.
During busy periods, processing can take longer. Ask your council for its current estimate if you need to plan around a pending claim.
What Causes Delays
The most common reason for a slow decision is incomplete evidence. When you submit your application, the council checks whether you have provided everything it needs: proof of identity, income evidence (payslips, UC award notice, self-employed accounts), bank statements covering the last two to three months, proof of address, and evidence of household composition. If anything is missing, the council issues a document request with a deadline — usually one calendar month.
Your claim date is protected during this period. As long as you supply the missing evidence within the deadline, entitlement runs from the original claim date. Incomplete evidence can prolong processing, so send each requested item by the stated deadline and ask the council to confirm receipt.
Other delays happen when the council's automated systems struggle with Universal Credit data. Monthly UC assessment period changes generate automated notifications via the ATLAS system, and some councils' software reassesses CTR every time a UC notification arrives — even before the original claim has been decided. This can create a backlog of pending assessments in the queue ahead of new claims.
What to Do While You Wait
If you have submitted the application and evidence the council requires, it must decide within 14 days or as soon as reasonably practicable after that. Housing Benefit has a similar 14-day decision rule once its claim requirements are met, with the same provision for cases where a decision is not reasonably practicable within that period.
However, you have practical options:
- Chase after 21 days. Call or email the revenues and benefits team and ask for a status update. Note the name of the person you speak to and the date.
- Ask for a reference number. If the council's portal does not generate one automatically, get it in writing so you can track the claim.
- Do not pay a reduced amount in the meantime. Your council tax instalments are legally due regardless of a pending CTR claim. If you stop paying while waiting, the council can issue a reminder notice and eventually a summons. If you cannot afford the instalments, contact the revenues team to request a payment arrangement pending the CTR decision.
- Use the complaints process if the delay continues without explanation. If the council's complaint process does not resolve it, you can complain to the Local Government and Social Care Ombudsman, which generally expects you to have used the council's own complaints procedure first.

Backdating Protects You — Up to a Point
If the council takes a long time to decide but your claim date is protected (because you submitted on time and evidence was complete), the award is backdated to the Monday after your claim date. You will not lose entitlement just because the council was slow.
The risk comes when you delayed applying in the first place. Working-age backdating is limited — typically one month from the application date in most schemes, though some councils allow longer periods (Manchester, for example, allows up to 12 months with continuous "good cause"). If you have been putting off the claim for weeks or months, every day you wait is a day of support you cannot recover.
The Council Tax Reduction in England guide includes a Claim Tracking Register that helps you log submission dates, evidence deadlines, council responses and chase calls — giving you a documented timeline if you need to escalate a delayed claim through the complaints process or to the Ombudsman.
