Documents Needed for Council Tax Reduction in Bromley
Why Evidence Matters
Bromley Council Tax Support applications can't be processed until Liberata (the contractor who handles benefits administration) verifies your supporting documents. Incomplete applications sit in a queue — sometimes for weeks — while they chase missing evidence. During that time, your council tax instalments keep falling due at the full rate.
Residents have reported submitting documents through the online portal only to have them go unacknowledged, followed by automated reminder letters or arrears notices. Gathering everything before you start the form is the single most effective thing you can do to avoid delays.
Identity and National Insurance
Every application requires:
- Photo ID: Passport, UK photo driving licence, birth certificate, or national identity card — for both you and your partner
- National Insurance verification: DWP award letter, P60, P45, or an official payslip showing your NI number
These are mandatory. No application proceeds without them.
Proof of Council Tax Liability
You need to show you're actually liable for council tax at a Bromley address:
- Your current Bromley Council Tax demand notice (the annual bill), or
- A tenancy agreement or lease confirming your residency
A MyBromley billing account isn't sufficient — it's a payment portal, not proof of liability.

Income Evidence by Employment Type
This is where most applications get delayed. What you need depends on how you earn:
Employed (PAYE):
- 5 consecutive weekly payslips, or
- 2 consecutive monthly payslips
- These must show gross pay, tax, National Insurance, and net pay
Self-employed:
- Full self-employed accounts (profit and loss)
- Bromley requires you to complete specific LBB self-employment forms
- Business bank statements separate from personal accounts
- Evidence of business expenses
Universal Credit:
- Your full electronic UC statement — not just the payment amount, but the complete breakdown showing all elements (standard allowance, housing, child, disability, LCWRA) and all deductions
- DWP award notices for any other benefits
Other benefits:
- Award letters for PIP, DLA, Attendance Allowance, Carer's Allowance, ESA, or any other benefits — even those that are disregarded in the means test, because Liberata needs to confirm you're receiving them
Capital and Savings
This requirement trips up more applicants than anything else:
- 2 consecutive months of complete bank statements for every account you hold — current accounts, savings accounts, ISAs, all of them
- Statements must show running balances, not just transactions
- If you have stocks, shares, or investment accounts, provide recent valuations
- Secondary property: you'll need evidence of its value and any equity
Capital over £16,000 disqualifies you entirely. Capital between £6,000 and £16,000 attracts a tariff income assumption. The bank statements are how Liberata verifies where you fall.
Non-Dependant Evidence
If other adults live in your home (adult children, relatives, friends), you need proof of their income:
- Their payslips or benefit award letters showing gross income
- If they're not working, evidence of their benefit status
This matters because Bromley applies non-dependant deductions based on their income tier. If you can't provide their income evidence, the council applies the maximum deduction by default — which takes the most from your award.
Non-dependant deductions are waived if you or your partner receives PIP daily living, DLA care (middle or higher rate), Attendance Allowance, or is registered severely sight-impaired.
How to Submit
Upload documents through the Evidence Upload Form on the Bromley website. You can also post them to the Civic Centre at Churchill Court, 2 Westmoreland Road, Bromley, BR1 1AS.
Record the date and method of every document you submit. If Liberata loses track of an upload — it happens — your notes are your proof that you complied.
For a printable evidence checklist organised by employment type, plus a submission tracking log, the Bromley Council Tax Reduction Guide has everything you need to get your application right the first time.
