How to Apply for Council Tax Reduction in Bromley: Step-by-Step
Where to Apply
Bromley Council Tax Support applications go through the council's online portal at bromley.gov.uk, not through the DWP or your MyBromley billing account. Having a MyBromley account for paying your council tax is a separate system — logging in there doesn't file a benefit claim.
The application is processed by Liberata UK Ltd, who handle benefits administration under contract to Bromley Council. Once submitted, your claim is assessed through the Capita Academy system.
If you can't apply online — because of a disability, lack of internet access, or digital exclusion — you can start a telephone-assisted application by calling 0300 303 8670 (Monday to Friday, office hours). A third-party representative, welfare advocate, or appointee can also complete the form on your behalf with appropriate consent documentation.
The Application Process
Step 1: Gather your evidence first. Don't start the online form until you've collected everything. The portal can time out during long sessions, and incomplete applications get delayed — sometimes for weeks — while Liberata chases missing documents.
You'll need:
- Identity: Passport, UK photo driving licence, birth certificate, or national identity card (for you and your partner)
- National Insurance: DWP award letter, P60, P45, or official payslip
- Council tax liability: Your current Bromley council tax bill or tenancy agreement
- Income proof: 5 consecutive weekly payslips, 2 monthly payslips, or self-employed accounts
- Benefits: Full electronic Universal Credit statement showing all elements and deductions
- Savings: 2 consecutive months of complete bank statements for every account you hold
- Non-dependant income: Proof of earnings or benefit entitlement for any other adults living with you
Step 2: Complete the online application. The form asks about your household composition, income, savings, and housing costs. Answer everything — blank fields don't get skipped, they get flagged for follow-up.
Step 3: Upload your evidence. Use the Evidence Upload Form on the Bromley website. You can also post documents to the Civic Centre at Churchill Court, 2 Westmoreland Road, Bromley, BR1 1AS — but uploading is faster and gives you a digital trail.
Step 4: Note your submission date. This matters. Your claim takes effect from the Monday following the date Bromley receives your application. If you submit on a Wednesday, your award starts the following Monday. Every week you delay costs you.
Protecting Your Claim Date
Two timing rules can save you money:
Advance claims: If you have a known future change in council tax liability or a planned move date, you can apply up to 8 weeks in advance. Entitlement starts when your liability begins.
UC-linked start dates: If you've just claimed Universal Credit and submit your Bromley CTS application within one calendar month of your UC claim date, the council can align your CTS start date with your UC entitlement start. If you miss that window, the UC-aligned date no longer applies, but you can separately request up to one month of working-age backdating if you can show continuous good cause.

What Happens After You Apply
Liberata processes applications in the order received. Processing times vary seasonally — April through June is the busiest period after new bills go out. You should receive a decision notice by post confirming your award amount or requesting additional information.
If your evidence is incomplete, the claim sits in a queue until you provide what's missing. Residents have reported on community forums that uploaded documents sometimes go unacknowledged for weeks, followed by automated reminder letters. Keep a record of every document you upload and when.
Once awarded, the CTS credit appears directly on your council tax account — it's not a cash payment. A revised bill shows your reduced balance spread across your remaining instalments.
For a complete evidence checklist with tick boxes for every employment type, plus a submission tracking log to protect yourself against processing delays, the Bromley Council Tax Reduction Guide covers everything from first application through to appeals.
