What Documents Do You Need for Council Tax Reduction in Bolton?
The Evidence List
Bolton Council requires documents across six categories. Missing any one of them triggers a follow-up request that eats into your deadline.
Identity (two items required): Valid passport, UK photocard driving licence, birth certificate, or marriage certificate. If you don't have those, a Home Office letter, eVisa Share Code, or medical card can work as alternatives.
National Insurance number: Your NINO card, P45, P60, or any official DWP letter that shows your National Insurance number.
Earned income: Your latest consecutive payslips — 5 weekly, 3 fortnightly, or 2 monthly. If your employer can't produce these, Bolton Council has a "Certificate of Earnings" form they can complete instead. Self-employed applicants need their latest accounts plus the council's self-employed income sheet. Taxi drivers have a separate income form.
State benefits and Universal Credit: Official DWP award notices for any benefits you receive, plus your full monthly UC breakdown statement (not just the payment notification — the full statement showing each element).
Capital and savings: The last 2 consecutive months of statements for every bank account, building society account, and savings account held by you and your partner. Passbooks, share certificates, and National Savings certificates also count.
Other: If you're in a property with non-dependant adults, you may need evidence of their income too, so the council can calculate the correct deduction.
The One-Calendar-Month Deadline
Once Bolton Council receives your application, they'll send an evidence request listing what they need from you. You generally have one month from that request to provide everything; the scheme allows a longer period if Bolton considers it reasonable.
If you miss the deadline and Bolton does not allow more time, it may be unable to award support. Submit the evidence or contact the council as soon as possible rather than assuming a late upload will be accepted.
How to Submit Evidence
Two options:
- Email: Send scans or photos to [email protected]. Include your name and council tax reference in the subject line. Keep the email receipt as proof of delivery.
- Online portal: Upload documents through the Bolton Council benefits portal at bolton.gov.uk.
Don't post original documents unless you have no other option — they can go missing in the system, and replacements take time you don't have.

Practical Tips
Photograph bank statements rather than downloading PDFs if your bank's PDF doesn't show your name and sort code on every page. The council needs to see the account holder's identity on the statement, not just transaction lines.
Get your partner's documents too. Bolton assesses the combined capital and income of you and your partner. If your partner has a savings account with £1,800 and you have £1,300, your combined figure is £3,100 — over the £3,000 limit. Both sets of statements need to go in.
Don't wait for the evidence request. Gather everything before you submit the application. The one-month clock starts when the council asks for documents, but if you already have them ready, you can send everything the same day and eliminate the risk entirely.
The Bolton Council Tax Reduction guide includes a printable evidence-gathering checklist with tick boxes for every document category and a date-obtained column, designed to be completed before you open the application form.
