How to Apply for Council Tax Reduction in Bolton

Where to Submit Your Bolton CTR Application

Bolton Council runs its Council Tax Reduction scheme through the online benefits portal at bolton.gov.uk. The application form covers both Council Tax Support and Housing Benefit in one submission, so you don't need to fill in two separate forms.

If you can't get online, Bolton Town Hall's One Stop Shop has self-service kiosks, and the borough's libraries offer free internet access. For people who are housebound or have severe disabilities, Bolton Council operates a Home Visit Team that will help you complete the form at your address. The Revenues and Benefits helpline is 01204 331599 for council tax queries or 01204 331590 for benefits.

What You Need Before You Start

Gather these documents before opening the application — starting the form without them risks hitting the one-calendar-month evidence deadline with gaps:

  • Two forms of ID: passport, driving licence, birth certificate, or official Home Office letter
  • National Insurance number: NINO card, P45, P60, or a DWP award letter showing it
  • Proof of income: 5 weekly payslips, 3 fortnightly, or 2 monthly. Self-employed applicants need their latest accounts plus the council's self-employed income sheet
  • Universal Credit statement: the full monthly breakdown, not just the payment amount
  • Bank statements: the last 2 consecutive months for every account you and your partner hold
  • Benefit award letters: DWP decision notices for PIP, ESA, DLA, or any other benefits

Send evidence by email to [email protected] or upload it through the portal. Keep a screenshot or email receipt — if the council says they didn't receive something, that receipt is your proof.

The One-Calendar-Month Evidence Window

Once Bolton Council asks for supporting evidence, you generally have one month to provide it. The scheme allows a longer period if Bolton considers it reasonable, and it may treat a claim as valid if requested evidence arrives within that extended period. If Bolton does not accept a later submission, it may be unable to award support, so send the evidence or contact the council as soon as possible.

The practical move: have your documents ready before you submit the form, not after.

When Your Award Starts

Generally, your Council Tax Reduction starts from the reduction week following the date Bolton receives your claim. The 2026/27 scheme has an important exception: if you or your partner is awarded Universal Credit, Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance, and you apply for CTR within one month of the date that benefit claim was received, the CTR claim date is treated as the first day of entitlement to that benefit.

Outside the scheme's specific date rules, a later claim does not generally recover earlier periods. Section 13A(1)(c) discretionary relief is a separate application for extra help; the council decides whether to grant it, and it is not a guaranteed backdating route.

What Happens After You Apply

Bolton Council will assess your income, capital, and household composition against the scheme rules. If approved, the reduction is credited directly to your council tax account — it's not a cash payment. You'll receive a revised demand notice showing your new annual balance and recalculated monthly instalments.

Keep paying your current instalments while the application is being processed. If the revised account shows a credit after the award is applied, the council may refund it to your bank account or carry it forward against future bills.

Common Mistakes That Delay Applications

Sending only one month of bank statements instead of two. Submitting the UC payment notification rather than the full UC breakdown statement. Forgetting to include accounts held by a partner who lives with you. Each missing document triggers a follow-up request, eating into that one-month window.

The Bolton Council Tax Reduction guide walks through the full evidence list with a printable checklist, the 17.5% minimum payment calculation, the £3,000 capital limit, and the hardship fund application — everything in one place so nothing gets missed on the day you submit.
