How to Apply for Council Tax Reduction in Northumberland
The Three Application Routes
Northumberland County Council's online portal at northumberland.gov.uk/benefits-support/council-tax-support is the primary application route. For help with a non-digital application, call 0345 600 6400 (Monday to Thursday 8:30am–5pm, Friday 8:30am–4:30pm), or send a completed paper form to the Benefit Department at County Hall, Morpeth, NE61 2EF.
If disability or vulnerability prevents you from using any of these, the council provides visiting officers who can complete the application in your home.
Evidence You Need Before You Start
Gathering your documents before you open the online form can avoid delays caused by incomplete submissions. Here is what the council will ask for:
Identity and address: Passport, UK photocard driving licence, birth certificate, or national identity card. Utility bills issued within the last three months also work.
National Insurance number: Your NINO card, a DWP award letter, P60, P45, or a recent payslip that shows it.
Income: Five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips. If you are self-employed, your most recent HMRC SA302 tax calculation or audited accounts. The council also accepts its own self-employed earnings declaration form.
Universal Credit: A full UC breakdown statement showing all elements, deductions, and assessment period dates. DWP award letters for PIP, DLA, ESA, Carer's Allowance, or Pension Credit.
Capital and savings: Statements for every bank account, building society account, ISA, and investment portfolio covering the last two consecutive months. If your balances are near the £8,000 working-age ceiling, expect a request for six months of transaction history.
Post all physical evidence as originals — the council generally rejects uncertified photocopies. Originals are returned after verification.
What Happens After You Submit
Your claim officially starts on the Monday after the council receives it. If you apply in the same benefit week as your initial Universal Credit claim, and the council receives your application within one month of your UC award notification, it can align your start date with your UC claim date.
The council targets processing new claims within 20 calendar days. In the first quarter of 2026/27, the actual average was 17 calendar days. For reported changes of circumstances, the council met its 8-calendar-day target in that quarter.
Once decided, you receive a formal decision notice showing your assigned income band, your assessable weekly income, the percentage discount, the remaining liability, and your appeal rights. The credit is applied directly to your council tax account, and a revised demand notice re-spreads any remaining balance across your monthly payments.

If Someone Else Is Applying on Your Behalf
A family member, carer, or support worker can help you fill in the form. But if you want them to sign forms, receive decision notices, or manage your account, the council requires a completed Customer Consent Form or official DWP Appointeeship documentation.
Never share your online account password — the consent form is the correct route for formal representation.
Common Mistakes That Delay Claims
Missing the UC separation: claiming Universal Credit does not automatically apply for council tax support. You must submit a separate local application to Northumberland County Council.
Sending photocopies instead of originals for postal applications.
Not including all bank accounts. The council checks capital across every account you hold, and omitting one can delay a decision while the council asks for additional evidence.
The Northumberland Council Tax Reduction guide includes a printable pre-application document checklist that covers every evidence category, so nothing gets missed when you sit down to apply.
