Bolton Council Tax Payment Plan and Direct Debit Options
Standard Payment Schedule in Bolton
Bolton Council sends annual council tax bills each March ahead of the new financial year starting 1 April. The default payment schedule spreads your bill across ten monthly instalments from April to January, leaving February and March as payment-free months.
You have a statutory right to request twelve monthly instalments instead of ten. This doesn't reduce the total bill — it spreads the same amount over a longer period, lowering each individual payment. To switch, contact Bolton's council tax team on 01204 331599 before the first instalment falls due. Once set up, the twelve-month schedule runs April through March.
Setting Up a Direct Debit
Direct debit is the most common payment method for council tax in Bolton. You can set it up through the Bolton Council website, by phone, or by completing the direct debit mandate on the back of your council tax bill. Payments are collected on the 1st, 8th, 15th, or 25th of each month — you pick the date that aligns best with your pay cycle.
If a direct debit fails, Bolton Council will send a reminder. If you do not bring the payments up to date, the instalments can be cancelled and the remaining balance for the year becomes due in full. A second reminder may follow if you caught up after the first one and then fell behind again; a third missed payment can lead to a summons without further warning.
When You're Struggling to Pay
If you can't meet your instalments, the worst thing you can do is ignore the bill. Bolton Council sends a reminder when an instalment is late; if you do not bring payments up to date, your instalments are cancelled and the remaining balance becomes due. A summons can follow. Final notices are used for overdue arrears from previous years and for balances left after someone moves out.
Before it reaches that stage, you have options:
- Apply for Council Tax Reduction — if you're on a low income or receiving Universal Credit, you may qualify for a reduction of up to 82.5% of your bill. See the Bolton CTR eligibility guide for details.
- Request a special payment arrangement — call 01204 331599 and explain your situation. Bolton Council can sometimes agree to reduced payments over a longer period.
- Apply for Section 13A hardship relief — if you're facing exceptional financial circumstances, the hardship fund can reduce or clear your bill entirely.
- Get free debt advice — StepChange (0800 138 1111) and National Debtline (0808 808 4000) specialise in council tax debt and can negotiate with the council on your behalf.

Adjustments After a CTR Award
If you apply for Council Tax Reduction and it's approved partway through the year, Bolton Council will issue a revised demand notice. The CTR credit is applied to your account and your remaining instalments are recalculated downward. If you've already overpaid relative to the new reduced bill, you can request a refund or carry the credit forward.
Keep paying your current instalments while waiting for a decision. Stopping payments because you expect an award can trigger enforcement action before the claim is processed. The full Bolton CTR guide covers the complete application timeline and what to expect while waiting.
