Bolton Council Tax 17.5% Minimum Payment Explained
What the 17.5% Rule Means in Practice
Bolton's working-age Council Tax Reduction scheme caps awards at 82.5% of your net council tax liability. The remaining 17.5% is yours to pay regardless of how low your income is. Even a single unemployed resident on Income Support or Universal Credit with no savings will still owe this minimum.
Pensioners are exempt — the national scheme covering pension-age residents can reduce a bill to zero. But if you're working age, Bolton's local rules apply, and 17.5% is the floor.
Your 2026/27 Minimum Payment by Band
Here's what 17.5% looks like across Bolton's standard (non-parish) council tax bands for 2026/27:
| Band | Annual Charge | 17.5% Minimum | Monthly (10 instalments) |
|---|---|---|---|
| A | £1,594.87 | £279.10 | £27.91 |
| B | £1,860.72 | £325.63 | £32.56 |
| C | £2,126.49 | £372.14 | £37.21 |
| D | £2,392.33 | £418.66 | £41.87 |
If you qualify for the 25% single person discount, that discount is applied before CTR is calculated. So for a single person in Band A: £1,594.87 minus 25% = £1,196.15, and 17.5% of that = £209.33 for the year — about £20.93 a month on 10-month instalments.
Why the Minimum Exists
Each English council sets its own working-age scheme locally. Bolton introduced the 17.5% contribution floor to manage the cost of the scheme after the national Council Tax Benefit system was replaced by local schemes in 2013. Some councils require as much as 30% or more from working-age claimants. Others — a minority — still offer up to 100% relief. Bolton's 17.5% sits in the lower half of the range nationally.

Covering the Shortfall
If even the 17.5% minimum is unaffordable, you have two routes:
Switch to 12-month instalments. By default, council tax is collected over 10 months (April to January). You have a statutory right to request 12 monthly payments instead, spreading the cost and reducing each instalment. Contact Bolton Revenues on 01204 331599 to switch.
Apply for Section 13A(1)(c) discretionary relief. Bolton runs a separate hardship fund for residents who've exhausted all other help and still can't cover their bill. You'll need to show a full income-and-expenditure breakdown and explain the exceptional circumstances. It's short-term relief, not a permanent top-up, but it can bridge a crisis.
The Interaction With Other Discounts
The 17.5% minimum is calculated on your net liability after statutory discounts, not on the raw band charge. So disabled band reductions, single person discount, and the severe mental impairment (SMI) disregard all reduce your base figure before the 17.5% is applied.
A disabled band reduction drops your charge by one band (Band A gets a further 1/6th reduction). If you also qualify for the single person discount, both apply before CTR. The 17.5% of the already-reduced figure can be significantly less than 17.5% of the headline band charge.
The Bolton Council Tax Reduction guide includes an entitlement estimator worksheet that runs through this full calculation — band charge, statutory discounts, maximum CTR at 82.5%, taper deductions, and non-dependant deductions — so you can see your actual minimum payment figure before you apply.
