Bolton Council Tax Reduction Calculator: How Much Will You Get?

The Calculation Bolton Council Uses

Bolton's working-age Council Tax Reduction isn't a flat discount — it's a means-tested calculation with several moving parts. Here's the formula the council applies:

CTR Award = Maximum CTR (82.5% of net liability) − Non-dependant deductions − [2.857% × (net weekly income − applicable amount)]

Breaking that down:

  1. Start with your net council tax liability — your annual bill after any statutory discounts (single person discount, disabled band reduction) are applied. Divide by 365 for the daily rate.
  2. Calculate the maximum possible CTR — 82.5% of that net liability. The remaining 17.5% is the minimum you must pay regardless of income.
  3. Subtract non-dependant deductions — fixed weekly amounts for other adults living in your home, based on their gross income.
  4. Apply the income taper — if your net weekly income exceeds your applicable amount (the government's assessment of your basic living needs), 2.857% of the excess is deducted from your maximum award.

A Worked Example

A single parent in a non-parish Band A property (£1,594.87 annual charge) with the 25% single person discount pays a net weekly liability of £22.93.

  • Maximum CTR: 82.5% × £22.93 = £18.92 per week
  • If their income exactly matches the applicable amount (e.g. on Income Support or UC with no earnings): they receive the full £18.92, paying just £4.01 per week (the 17.5% minimum)
  • If their income exceeds the applicable amount by £50 per week: the taper deducts £50 × 2.857% = £1.43, leaving a CTR award of £17.49 per week

That £1.43 difference between the two scenarios shows how even modest earnings above the threshold reduce the award gradually — it's not a cliff edge where you lose everything.

Online Calculators You Can Use

Bolton Council's own application form includes an integrated entitlement calculator that gives an estimate before you submit. National tools like Turn2us and entitledto also offer free council tax benefit calculators, though they work from national assumptions and may not perfectly reflect Bolton's 17.5% minimum or £3,000 capital limit.

For the most accurate figure, you need your:

  • Council tax band and any discounts already applied
  • Net weekly income from all sources (wages, benefits, pensions)
  • Partner's income if you have one
  • Total savings and capital across all accounts
  • Details of any non-dependant adults in your household and their earnings

What the Calculator Can't Tell You

No calculator accounts for Section 13A discretionary relief. If your standard CTR award still leaves you unable to pay the remaining balance, Bolton Council's hardship fund can reduce or eliminate the shortfall — but that requires a separate application demonstrating exceptional financial circumstances.

The calculator also assumes your circumstances stay static. If you're on Universal Credit, your monthly earnings fluctuations will cause the CTR award to be recalculated regularly, producing different demand notices each month.

The complete Bolton CTR guide includes a printable Entitlement Estimator Worksheet that walks through the full calculation with your own numbers, covering band charges, discounts, the taper, and non-dependant deductions step by step.
