Bolton Council Tax Reduction Eligibility — Who Qualifies and What the Limits Are

The Basic Qualifying Conditions

To get Council Tax Reduction in Bolton you need to tick every box on this list:

  • You're legally liable for council tax on a property in Bolton Borough (your name is on the bill)
  • That property is your sole or main residence
  • Your total savings and capital — you and your partner combined — do not exceed £3,000
  • You haven't reached state pension credit qualifying age (if you have, you fall under the separate national pensioner scheme, which is more generous)

Joint tenants and cohabiting couples are assessed together. If your partner has £2,500 in savings and you have £600, your combined capital is £3,100 — over the limit, and you won't qualify.

The £3,000 Capital Ceiling

Bolton's capital threshold for working-age applicants is one of the strictest in Greater Manchester. Capital includes current accounts, savings accounts, ISAs, premium bonds, shares, and any property you own other than your home. It does not include the value of your main residence or personal possessions like furniture or a car.

If your total capital is £3,001 or more on the day you apply, the claim is rejected entirely — there's no taper or partial reduction. Either you're under £3,000 and eligible, or you're over and you're not.

For comparison, pension-age applicants get a £16,000 capital limit and a tariff income system where savings between £10,000 and £16,000 are assumed to generate £1 per week per £500. The working-age scheme has none of that — it's a hard cutoff at £3,000.

How Income Is Assessed

Bolton adds up your net weekly income from all sources: employment earnings after tax and National Insurance, self-employed profits, occupational pensions, and most state benefits.

Some income is fully disregarded (it doesn't count at all):

  • Disability Living Allowance (DLA)
  • Personal Independence Payment (PIP)
  • Attendance Allowance
  • Child Benefit
  • War Disablement Pensions

Your net employment earnings also get a partial disregard — a fixed weekly amount is ignored before the taper calculation kicks in. The exact disregard depends on whether you're single, a couple, a lone parent, or disabled.

If your remaining income is at or below your "applicable amount" (a threshold set by the scheme based on your household makeup), you get the maximum award. If it's above, the council reduces your award by 2.857% (2 6/7 pence in the pound) of every pound of excess income per week.

The 17.5% Minimum Payment

Even if your income is zero and your capital is zero, you'll still pay something. Bolton caps the maximum working-age award at 82.5% of your net council tax liability, leaving a mandatory 17.5% minimum payment.

On a non-parish Band A property (£1,594.87 in 2026/27), that minimum is about £279 a year — roughly £23 a month. With the 25% single person discount applied first, it drops to about £209 annually.

Who Doesn't Qualify

Full-time students are generally excluded unless they're single parents, disabled students receiving PIP or DLA, or student couples with dependent children. Anyone with a "No Recourse to Public Funds" immigration condition is legally barred from claiming.

Mixed-age couples — where one partner has reached pension age and the other hasn't — are locked into the working-age rules (including the £3,000 capital cap and 17.5% floor) unless they maintain continuous entitlement to Pension Credit or legacy benefits that began before the mixed-age rules changed.

Check Your Position Before You Apply

If you're close to the £3,000 boundary, check what counts. An outstanding debt owed to you counts as capital; a debt you owe doesn't reduce your capital figure. Redundancy payments hit your bank account as capital from the day they arrive.

The Bolton Council Tax Reduction guide includes a capital audit worksheet and an entitlement estimator that walks through the full calculation — applicable amount, taper rate, non-dependant deductions — so you can see where you stand before you apply.
