Bolton Council Tax Reduction for Pensioners

Pension-Age CTR Rules Are Set by Central Government

If you or your partner have reached state pension credit age, Bolton Council doesn't set your Council Tax Reduction rules locally. Pension-age CTR follows national prescribed requirements laid down by central government, which are significantly more generous than the working-age scheme Bolton operates.

The key differences that matter to pensioners in Bolton:

  • No minimum payment — working-age claimants must pay at least 17.5% of their bill regardless of income. Pension-age claimants can receive up to 100% reduction, bringing the bill to zero.
  • Capital limit of £16,000 — the working-age scheme cuts off at £3,000. Pensioners can hold savings up to £16,000 before losing entitlement entirely.
  • Tariff income on capital — savings between £10,000 and £16,000 generate assumed income of £1 per week for every £500 above £10,000, which reduces the award gradually rather than disqualifying the claim outright.
  • Automatic backdating — pension-age claims can be backdated up to three months without needing to show good cause.

How Pension Credit Interacts with Council Tax

Pension Credit is the gateway benefit for pensioners on low incomes. If you receive the guarantee credit element of Pension Credit, you'll almost certainly qualify for maximum CTR — potentially covering your full council tax bill.

Non-dependant deductions may be waived if you or your partner receive Attendance Allowance, middle- or highest-rate DLA care, PIP daily living, or qualifying Scottish Adult Disability Living Allowance care, or are registered blind. A deduction is also waived if the non-dependant receives Pension Credit. Pension Credit can also make you eligible for a free TV licence if you are over 75 and for Cold Weather Payments.

Bolton Council's application process is the same for pensioners as for working-age residents — the combined online form at bolton.gov.uk covers both Council Tax Support and Housing Benefit. The evidence requirements are lighter in practice because DWP award letters for State Pension and Pension Credit establish most of the income picture.

Mixed-Age Couples: Which Rules Apply

If one partner is pension age and the other is working age, you're classified as a mixed-age couple. Since national reforms, mixed-age couples fall under the working-age scheme rules — meaning the £3,000 capital limit and 17.5% minimum payment apply. The only exception is if you maintained continuous entitlement to Pension Credit or legacy benefits from before the policy change.

This catches out couples where the older partner assumed their pension-age status would carry the household into the more generous scheme. If you're in this position, check whether you hold protected status through pre-existing Pension Credit claims.
