Manchester Council Tax Minimum Payment: How Much Support Can You Get?
The 85% Cap and What It Means in Practice
Every working-age household in Manchester must pay at least 15% of their net council tax bill, no matter how low their income. The council's local scheme caps Council Tax Support at 85% of your net liability — the amount left after statutory discounts like the Single Person Discount are already subtracted.
This was not always the case. Manchester set the cap at 80% from 2013 to 2017, raised it to 82.5% through 2023/24, and increased it to 85% from April 2024 onward. The 85% rate applies for 2025/26 and 2026/27.
Pension-age residents are not subject to this cap — national rules entitle them to up to 100% support.
Worked Example: Band A With Single Person Discount
Take a single working-age adult in a Band A property with a gross annual council tax of £1,200.
- Single Person Discount (25%) reduces the bill by £300, leaving a net liability of £900 per year (£17.31 per week).
- The maximum Council Tax Support award is 85% of £900 = £765 per year (£14.71 per week).
- The mandatory minimum payment is the remaining £135 per year — roughly £2.60 per week or £13.50 per month over 10 instalments.
That £135 floor applies even if your income is zero. The council still expects payment.
How Much You Actually Get Depends on Your Income Band
If you receive Universal Credit, Manchester's 6-band grid determines your percentage:
| Your Excess Weekly Income | Support Level | Weekly Payment on £900 Net Bill |
|---|---|---|
| £0 (Band 1) | 85% | £2.60 |
| Up to £25 (Band 2) | 72.5% | £4.76 |
| £25.01–£50 (Band 3) | 47.5% | £9.09 |
| £50.01–£75 (Band 4) | 32.5% | £11.69 |
| £75.01–£80 (Band 5) | 14.5% | £14.80 |
| £80.01 or more (Band 6) | 0% | £17.31 |
The jumps are sharp. A household earning just £26 over their applicable amount pays nearly double what a household earning £25 over pays.

Non-Dependant Deductions Cut Your Award Further
If an adult other than your partner lives in your home, their income triggers a deduction from your award — not from theirs. A working adult son earning £350 per week gross costs you £10.60 per week off your Council Tax Support, even though you are the one on a low income.
The deduction is waived entirely if you or your partner receive PIP daily living, DLA care (middle or highest rate), or Attendance Allowance.
Stacking Discounts Before CTS
Council Tax Support is calculated on your net bill — after all other discounts and exemptions. If you qualify for a Disabled Band Reduction (dropping your property one band lower), your bill shrinks first, and 85% of the smaller amount becomes your maximum award. That means your actual cash minimum payment can be lower than you expect.
Common stacking combinations: Single Person Discount + CTS, Disabled Band Reduction + CTS, or Severely Mentally Impaired disregard + CTS (which can give a 25% discount if one qualifying adult lives with one SMI-eligible person).
Spreading the Minimum Over 12 Months
By default, Manchester bills council tax in 10 monthly instalments (April to January). You can request to spread payments over 12 months instead (April to March), reducing each instalment. Call 0161 234 5002 or use the online self-service portal to switch. There is no penalty for choosing the longer spread.
