Manchester Council Tax Bands and Rates 2026/27: Your Bill Explained
Your council tax bill arrives every March or April, and the number on it depends on two things: your property's valuation band and the rates Manchester City Council has set for the financial year. Understanding how those pieces fit together makes it easier to check whether your bill is right — and whether you could be paying less.
How Council Tax Bands Work
Every residential property in England sits in one of eight valuation bands (A through H), based on what the property would have sold for on 1 April 1991. The Valuation Office assigned these bands using 1 April 1991 values, and there has been no general revaluation since. A property's band can still change after a review or challenge; current market value alone does not determine it.
| Band | 1991 Property Value | Ratio to Band D |
|---|---|---|
| A | Up to £40,000 | 6/9 |
| B | £40,001–£52,000 | 7/9 |
| C | £52,001–£68,000 | 8/9 |
| D | £68,001–£88,000 | 9/9 (reference) |
| E | £88,001–£120,000 | 11/9 |
| F | £120,001–£160,000 | 13/9 |
| G | £160,001–£320,000 | 15/9 |
| H | Over £320,000 | 18/9 |
Most properties in Manchester fall in Bands A to C. Band A is the most common across the city, which means the majority of households pay below the Band D reference rate.
What Your Bill Includes
Your council tax bill isn't one charge — it combines Manchester City Council's charge with Greater Manchester's mayoral police and crime commissioner precept and mayoral general precept, which includes fire services. The Band D figure you see quoted in news reports is the total of these components.
Each year the council sets its budget and calculates the Band D rate. Every other band is then a fixed proportion of Band D (see the ratio column above). Band A pays two-thirds of Band D; Band H pays double.
Discounts and Exemptions That Reduce Your Bill
Before Council Tax Support is calculated, several statutory discounts can reduce your gross liability:
- Single Person Discount (25%): If you're the only adult in the property, your bill drops by a quarter. Full-time students are disregarded. Residents with severe mental impairment and live-in carers are disregarded only if they meet the statutory criteria, including the qualifying disability-benefit or 35-hour care conditions.
- Disabled Band Reduction: If your home has been adapted for a disabled resident (extra bathroom, wheelchair access, extra room for medical equipment), you can apply to be charged at one band below your actual band — Band B charged as Band A, for example.
- Student exemption (100%): If every resident is a full-time student, the property is exempt entirely.
These discounts apply to your bill first. Council Tax Support — Manchester's means-tested reduction — is then calculated on the reduced amount.

The 15% Minimum Payment for Working-Age Residents
Manchester's Council Tax Support scheme caps working-age awards at 85% of your net liability. That leaves a mandatory 15% minimum payment, even if you're on the lowest income band. For a Band A property with a Single Person Discount already applied, 15% of the discounted bill works out to a relatively modest sum — but it's still money that has to be budgeted for.
Pension-age residents are assessed under national rules and can receive up to 100% support, so the 15% floor doesn't apply to them.
Spreading Your Bill Over 12 Months
By default, Manchester City Council collects your annual bill over 10 monthly instalments (April to January). You have a statutory right to request 12 monthly instalments instead, spreading the cost from April through March. The total stays the same — each payment is simply smaller.
You can request 12-month spreading through the council's online self-service portal or by phone. It's worth doing before the first instalment is due if you're on a tight budget.
When Your Band Might Be Wrong
Valuation bands were set in 1993 based on 1991 values, and errors happen. If similar properties on your street sit in a lower band, you can challenge yours through HMRC's Valuation Office — the process is free and doesn't require a solicitor or a commercial banding firm.
Be aware that a challenge can result in your band going up as well as down. The Valuation Office reviews the evidence independently and isn't bound by what you ask for.
Reducing Your Bill Further
If your income is low, your savings are below £16,000, and you're a working-age Manchester resident, Council Tax Support could cut up to 85% of your remaining bill after discounts. The Manchester Council Tax Reduction guide walks through the full scheme — eligibility, the 6-band Universal Credit grid, backdating up to 12 months, and the hardship fund — so you can work out where you stand before applying.
